To the Members of the California State Senate:

I am returning Senate Bill 336 without my signature.

I appreciate the author's and the proponents' desires to alleviate
emergency room overcrowding and the harms that come with it. This
bill, however, is too prescriptive in its approach.

Requiring emergency departments to calculate a "crowding score" every
four or eight hours, depending on how crowded they are, is a
decision best left to hospital governing boards.
