The bill's provisions sunset on January 1, 2020. FISCAL EFFECT Negligible state costs, if any. COMMENTS 1)Rationale. The author intends this bill to allow a practice currently subject to approval by the Department of Toxic Substances Control (DTSC) on a case-by-case basis. The author contends transporting HHW to a HHW collection facility is oftentimes more practical and less expensive than transporting it to a permanent hazardous waste facility, as required by current law. 2)Background. HHW includes items such as batteries, pesticides, electronics, fluorescent lamps, used oil, solvents and cleaners. HHW may not be disposed of in the trash or down the drain. Existing law authorizes a door-to-door HHW collection program to transport hazardous waste from individual residences to an authorized household HHW facility, but not an HHW collection facility, unless authorized by DTSC on a case-to-case basis.
