BILL SUMMARY: SB 529 would require the California Health and
Human Services Agency in cooperation with the University of
California to update the "Strategic Plan for an Aging California
Population." This bill requires the plan to be updated by
January 1, 2014, and periodically thereafter.

STAFF COMMENTS: SUSPENSE FILE. AS PROPOSED TO BE AMENDED.
Existing law (Welfare and Institution Code 9101.5) required the
California Health and Human Services Agency to prepare a Long
Range Strategic Plan on Aging and to consult the California
Commission on Aging and the California Council on Gerontology
and Geriatrics in its development. The legislation (Ch. 948,
Stats. 1999) appropriated $125,000 in funding to the University
of California to support the initial plan development by
providing information and analysis. Total costs were estimated
to be up to $400,000. The report was released in 2003 and set
forth almost 600 policy and action recommendations, including
the areas of: Transportation; Housing and Assisted Living;
Health and Long Term Care; and Infrastructure.
SB 529 requires the plan to be updated by January 1, 2014, and
periodically thereafter. A preliminary estimate suggests the
cost to update the plan may range from $100,000 to $300,000.
The cost of updating the plan periodically in the future will
vary from minor to significant based on the frequency of the
updates, changes in policy and the availability of current data.

Proposed author amendments would delete the University of
California from the provisions of the bill and require that no
state funds be appropriated to update existing long-term care
strategic plans. Affected state agencies and departments would
not be required to undertake any tasks required in SB 529 unless
they receive federal or private funds.
