To the Members of the California State Senate:
I am returning Senate Bill 627 without my signature.
This bill would impose an absolute 30-day statutory deadline on the
Department of Motor Vehicles (DMV) to approve or disapprove license
renewal applications made for driving schools, driving school
instructors, all-terrain vehicle safety instructors, traffic violator
schools, and traffic violator school instructors. The apparent
intent of this bill is to assure that licensees are not subject to
disciplinary action for operating without a license while the renewal
application is pending.
With recent reductions in the state workforce, it is not reasonable
to impose a strict deadline on DMV's review of an application. There
are other approaches to giving appropriate, limited relief from the
possibility of a disciplinary action, short of imposing a strict
deadline. I will take steps to ensure their implementation.
