To the Members of the California State Senate:

I am returning Senate Bill 702 without my signature.

This measure would prohibit any animal control agency, animal
shelter, or rescue group from releasing, selling, or giving away a
dog or cat that has not been microchipped.

Under current law, local agencies and shelters can ? and should ?
require animals to be microchipped before being released.  There is
no need for state law to mandate the procedure, which would then
require the state to pay for it.
