          STAFF COMMENTS: SUSPENSE FILE.  AS PROPOSED TO BE AMENDED.
          
          SB 730 directs the California Energy Commission to develop a 
          pilot project to address issues relating to electric vehicle 
          charging infrastructure needs. Specifically, the pilot project 
          must include the development of expedited and streamlined local 
          permitting of charging infrastructure (which typically requires 
          building permits as well as approval by an electric utility), 
          customer outreach, and planning for public and workplace 
          charging opportunities.

          The bill requires the California Energy Commission to develop a 
          process for evaluating the success of the pilot project and 
          requires the Commission to report to the Legislature on the 
          results. The bill would sunset on January 1, 2015.

          The California Energy Commission indicates that it will need 
          one-half of a position to implement the pilot project.

          As proposed to be amended, the costs of the bill would be funded

          Fund and the pilot project would be limited to specified cities.
