           SUMMARY  

          This bill amends the 1990 Mountain Lion Initiative to allow the 
          possession of a legally obtained mountain lion carcass for 
          purposes of educational display in a museum or government-owned 
          facility or educational institution. 

           FISCAL EFFECT  

          Negligible state costs, if any.         

           COMMENTS  

          This bill responds to recent legal analysis that led the 
          Department of Fish and Game to reinterpret it previously assumed 
          authority, pursuant to the 1990 Mountain Lion Initiative 
          (Proposition 117), to issue permits to possess mountain lion 
          carcasses for the purposes permitted by this bill.  To amend 
          Proposition 117, the bill will need to pass with 4/5ths vote of 
          the Legislature.
