FISCAL EFFECT Negligible state fiscal effects to Commission on Teacher Credentialing (CTC) to implement this measure. COMMENTS Purpose . In the past, there has always been one education omnibus bill to clean-up issues in K-12 education, including teaching issues. This year, however, the CTC decided to introduce a separate bill that makes changes exclusively to teacher credentialing issues. This bill, sponsored by CTC, is the teacher education omnibus bill to correct errors, resolve conflicts, delete obsolete references, and make other non-controversial changes. By tradition, objection to a provision from the CTC, State Department of Education, Department of Finance, or any of the four legislative caucuses prevents that provision from being included in the bill.
