BILL ANALYSIS Ó SB 1087 Page 1 Date of Hearing: August 8, 2012 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair SB 1087 (Walters) - As Amended: August 6, 2012 Policy Committee: Human ServicesVote:5 - 1 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill increases the number of hours a week from 30 to 60 that an after school program operated by a city, county, or non-profit may operate and prohibits a pupil from attending a locally operated After School Education and Safety (ASES) program for more than 30 hours a week. FISCAL EFFECT Costs associated with this legislation should be minor and absorbable within existing resources. COMMENTS 1)Purpose . This bill expands the operating hours of the ASES programs primarily to accommodate the half school day schedules of kindergartners. 2)Related Legislation . AB 1312 (Smyth) would have expanded the number of authorized hours that unlicensed public recreation programs can operate their programs for children ages zero to 18 years.
