BILL ANALYSIS Ó SB 1103 Page 1 Date of Hearing: August 8, 2012 ASSEMBLY COMMITTEE ON APPROPRIATIONS Felipe Fuentes, Chair SB 1103 (Wright) - As Amended: April 24, 2012 Policy Committee: Higher EducationVote:9-0 Urgency: No State Mandated Local Program: No Reimbursable: SUMMARY This bill requires the California Student Aid Commission (CSAC) to post the following on its website: 1)Information submitted annually pursuant to current law, by postsecondary institutions participating in the Cal Grant program, regarding student outcomes and job placement. This information is to be made available in a searchable database. 2)Other information and links useful to students and parents in selecting a postsecondary institution, including, but not limited to, local occupational profiles available through the Employment Development Department's labor Market Information Data Library. FISCAL EFFECT Costs to CSAC will be minor and absorbable. COMMENTS Background and Purpose . SB 70 (Budget Committee), a trailer bill to the 2011-12 Budget Act, requires each Cal Grant participating institution to provide CSAC with the following in order to participate in the Cal Grant program: 1)Enrollment, persistence, and graduation data for all students. 2)Job placement rate and salary data and wage information for each program that is either (a) designed or advertised to lead to a particular type of job, or (b) advertised or promoted SB 1103 Page 2 with any claim regarding job placement. According to the author, while there are many websites that provide information about college programs and costs, few sites easily enable students to compare programs and schools in order to help them make informed choices about their significant investment in college. Since the majority of college students participate in some type of financial aid program, and since each year approximately 250,000 students set up a Web Grant account to access information about and manage their Cal Grants, the CSAC website is a logical place to house comparative information about institutions or similar programs at different institutions.
