          voluntarily release their contact information to qualified 
          nonprofit conservation organizations when they purchase 
          hunting or fishing licenses, tags, stamps or other 
          validations through the Department of Fish and Game's (DFG) 
          Automated License Data System (ALDS).  

           Assembly Amendments  (1) add language that states the bill 
          requires the DFG to deposit revenues of the charge in the 
          Fish and Game Preservation Fund, to be available, upon 
          appropriation by the Legislature, exclusively to pay all 
          initial and ongoing costs associated with the direct 
          administration of these provisions, and the bill requires 
          the DFG to implement the links from the ALDS Web site by 
          January 1, 2015, if it determines that date is feasible, 
          and (2) make technical changes.

           ANALYSIS  :    

          Existing law:

          1. States that all licenses, permits, tags, reservations, 
             and other entitlements authorized by the Fish and Game 
             Code (FGC) are prepared and issued by the DFG or an 
             authorized license agent. 

          2. Authorizes specified persons to obtain tags or stamps 
             for the taking of specific animals or aquatic species, 
             if certain requirements are met. 

          3. Authorizes the Fish and Game Commission to require and 
             prescribe the form of applications for licenses, 
             permits, tags, reservations, and other entitlements and 
             the form of any contrivance to be used in connection 
             therewith.

          This bill requires DFG, if it determines that a nonprofit 
          conservation organization meets specified eligibility 
          requirements and submits a prescribed letter annually, to 
          include the nonprofit conservation organization's logo in a 
          space with a link to the organization's Internet Web site 
          on the ALDS for a time period agreed upon by the department 
          and the organization.  This bill authorizes DFG to impose a 
          charge on a nonprofit conservation organization for 
          inclusion on the ALDS and prohibits that charge from

          exceeding the reasonable costs of administering these 
          provisions.

          This bill requires the DFG to deposit revenues of the 
          charge in the Fish and Game Preservation Fund, to be

          bill requires the DFG to implement the links from the ALDS

          Background
           
          Every person must have a license for the take of fish, 
          birds, and mammals (Section 3007 of the FGC for hunting 
          licenses, Section 7145 of the FGC for fishing licenses) 
          unless that person is covered by an exception, which is a 
          rarity.  Two of the exceptions are for fishing by a 
          landowner on private property and hunting on a free hunting 
          day.  

          The DFG is phasing out their current paper license system 
          and replacing it with an automated system called the 
          Automated License Data System.  This process began about a 
          year ago.  Phase I of the ALDS roll-out ended in late 2011. 
           Phase I consisted of siting kiosks for selling licenses 
          and establishing an ALDS Web site for the public to use.  
          DFG is now in the midst of Phase II of the roll-out which 
          should take until about 2014.  Phase II will focus on 
          internal improvements to the system, adding new 
          functionality, and other tasks. 

          FGC Section 1050.6 is clear that the names and addresses of 
          those obtaining recreational fishing and hunting licenses 
          are confidential and shall only be released in limited 
          circumstances.

           ARGUMENTS IN SUPPORT  :    The California Outdoor Heritage 
          Alliance (COHA) supports this bill because it believes that 
          greater conservation efforts will occur at the local level. 
           Although not specified in this bill, COHA suggests that 
          typical activities could include wetland restoration 
          efforts, big game population surveying, controlled burning 
          to improve habitat, re-forestation efforts, securing public 
          access to land, facilitating conservation easements on 
          private land, and migratory bird banding.
