Existing provisions of the California Constitution establish the University of California as a public trust under the administration of the Regents of the University of California. The University of California system includes 10 campuses, which are located in Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz.

This bill would annually appropriate $15,000,000 from the General Fund to the Regents of the University of California for allocation to the School of Medicine at the University of California, Riverside. The bill would require the Regents of the University of California to use these moneys for the sole purpose of funding the School of Medicine at the University of California, Riverside, and would prohibit the regents from redirecting or otherwise expending these moneys for any other purpose. The bill would also prohibit the use of this funding to supplant other funding of the Regents of the University of California for the School of Medicine at the University of California, Riverside.

The people of the State of California do enact as follows:

SECTION 1.  

The Legislature finds and declares all of the
2following:

3(a) California’s supply of primary care physicians is below what
4is considered sufficient to meet patient needs. In the rapidly
5growing and ethnically diverse area of inland southern California,
6the shortage is particularly severe, with just 40 primary care
7physicians per 100,000 patients, far fewer than the recommended
8range of 60 to 80 primary care physicians per 100,000 patients.
9Furthermore, Latinos, African Americans, and Native Americans
10are vastly underrepresented in the physician workforce.

P3    1(b) California lags substantially in the number of medical school
2seats per capita, having just 17.3 seats per 100,000 persons,
3compared to the United States average of 31.4 seats per 100,000
4persons, according to statistics published by the Association of
5American Medical Colleges.

6(c) According to the California HealthCare Foundation, 72
7percent of California’s 58 counties have an undersupply of primary
8care physicians, with primary care physicians making up just 34
9percent of California’s physician workforce.

10(d) The University of California, Riverside, (UCR) has had a
11longstanding two-year medical education program and its
12independent four-year school of medicine has received preliminary
13accreditation from the Liaison Committee on Medical Education,
14the nationally recognized accrediting body for medical education
15programs leading to M.D. degrees in the United States and Canada.
16When this new four-year medical school opens in August 2013,
17it will become the first new public medical school in California in
18more than 40 years.

19(e) This community-based medical school with a public mission
20to expand and diversify the region’s physician workforce and to
21improve the health of people living in inland southern California
22has made a commitment to underserved patient populations.

23(f) There are two principal determinants of where a physician
24practices: (1) where he or she grew up, and (2) where he or she
25completes residency training following medical school graduation.

26(g) The UCR medical school has strategies to capitalize on both
27of these factors. Among these strategies are all of the following:
28(1) developing student pipeline programs that inspire more young
29people in the region to pursue careers in medicine and other allied
30health professions and to recruit them to the UCR medical school;
31(2) utilizing a holistic review of medical school applicants that
32takes into account diverse life experiences in addition to their
33academic performance; (3) teaching a curriculum that emphasizes
34key competencies for primary care medicine, including wellness
35and prevention, evidence-based medicine, and chronic disease
36management; (4) creating new residency training programs in
37primary care and those short-supply specialties that are most
38needed in inland southern California; and (5) continuing UCR’s
39commitment to the recruitment, retention, and advancement of
40talented students, faculty, and staff from historically excluded
P4    1populations who are currently underrepresented in medical
2education and the practice of medicine.

3(h) As a further incentive for medical students to choose primary
4care specialties, the UCR medical school has developed an
5innovative “loan-to-scholarship” program, is actively raising
6nonstate funds to expand that program, and is educating students
7and graduates about existing public and private physician
8recruitment and retention programs, including, but not limited to,
9the Steven M. Thompsonbegin delete Physician Corps Loan Repaymentend delete

11Article 6 (commencing with Section 128560) of Chapter 5 of Part
123 of Division 107 of the Health and Safety Code.

13(i) The appropriation of state fundingbegin insert in the annual budget, and
14consistent with Section 16 of Assembly Bill 94 of the 2013-14

to the UCR medical school will add more
16physicians to underserved areas in inland southern California and
17help California meet the objectives of the federal Patient Protection
18and Affordable Care Act (Public Law 111-148) in the short term
19and the long term by expanding the physician workforce.

SEC. 2.  

(a) The sum of fifteen million dollars ($15,000,000)
21is hereby appropriated annually from the General Fund to the
22Regents of the University of California for allocation to the School
23of Medicine at the University of California, Riverside. Except as
24 provided in subdivision (b), the Regents of the University of
25California shall use the moneys appropriated by this act for the
26sole purpose of funding the School of Medicine at the University
27of California, Riverside, and shall not redirect or otherwise expend
28these moneys for any other purpose. The funding authorized by
29this section shall not be used to supplant other funding of the
30Regents of the University of California for the School of Medicine
31at the University of California, Riverside.

32(b) Funds provided pursuant to subdivision (a) shall be available
33for planning and startup costs associated with academic programs
34to be offered by the School of Medicine at the University of
35California, Riverside, including all of the following:

36(1) Academic planning activities, support of academic program
37offerings, and faculty recruitment.

38(2) The acquisition of instructional materials and equipment.

15(d) On or before April 1 of each year, the University of
16California shall provide progress reports to the relevant policy and
17fiscal committees of the Legislature pertaining to funding,
18recruitment, hiring, and outcomes for the School of Medicine at
19the University of California, Riverside. Specifically, the report
20shall include, but not be limited to, information consistent with
21the published mission and vision for the School of Medicine at the
22University of California, Riverside, in all of the following areas:

23(1) The number of students who have applied, been admitted,
24or been enrolled, broken out by race, ethnicity, and gender.

25(2) The number of full-time faculty, part-time faculty, and
26 administration, broken out by race, ethnicity, and gender.

27(3) Funding and progress of ongoing medical education pipeline
28programs, including the UCR/UCLA Thomas Haider Program in
29Biomedical Sciences.

30(4) Operating and capital budgets, including detail by funding
31source, and an explanation of how such funding affects base
32funding for other university purposes. The operating budget shall
33include a breakdown of research activities, instruction costs,
34administration, and executive management.

35(5) Efforts to meet the health care delivery needs of California
36and the Inland Empire region of the state, including, but not limited
37to, the percentage of clinical placements, graduate medical
38education slots, and medical school graduates in primary care
39specialties who are providing service within California’s medically
40 underserved areas and populations.

2information regarding the diversity of doctoral candidates, and
3identifying activities that focus on high priority research needs
4with respect to addressing California’s medically underserved
5areas and populations.

SEC. 3.  

This act is an urgency statute necessary for the
7immediate preservation of the public peace, health, or safety within
8the meaning of Article IV of the Constitution and shall go into
9immediate effect. The facts constituting the necessity are:
