An act to amend Section 4003.5 of the Vehicle Code, relating to vehicles.

LEGISLATIVE COUNSEL’S DIGEST

AB 27, as amended, Medina. Vehicles: registration: one-trip permits.

Existing law prohibits a person from driving any motor vehicle, trailer, or semitrailer unless it is registered and the appropriate fees have been paid to the Department of Motor Vehicles (DMV), or it is registered under the permanent trailer identification program, except as specified. Existing law requires the DMV to issue a one-trip permit to a vehicle manufacturer or dealer, upon payment of a $35 fee, which authorizes an unregistered trailer, semitrailer, or auxiliary dolly to be moved or operated laden within the state for not more than 5 days as part of one continuous trip from the place of manufacture, dispatch, or entry into this state to a place where the vehicle will be offered for sale.

This bill would extend the period in which these vehicles may operate under a permit tobegin delete 30end deletebegin insert 10end insert days.

The people of the State of California do enact as follows:

SECTION 1.  

Section 4003.5 of the Vehicle Code is amended

4003.5.  

(a) Upon payment of the fee specified in Section
49258.5, the department shall issue to a manufacturer or dealer a
5one-trip permit authorizing a new trailer, semitrailer, or auxiliary
6dolly that has never been registered in any state, or a used trailer,
7semitrailer, or auxiliary dolly that is not currently registered, to be
8moved or operated laden within, entering, or leaving this state for
9not more thanbegin delete 30end deletebegin insert 10end insert days as part of one continuous trip from the
10place of manufacture for a new vehicle, or from the place of
11dispatch or entry into this state for a used vehicle, to a place where
12the vehicle will be offered for sale.

13(b) Any permit issued pursuant to this section authorizes the
14operation of a single trailer, semitrailer, or auxiliary dolly, and the
15permit shall identify the trailer, semitrailer, or auxiliary dolly
16authorized by make, model, and vehicle identification number.
17The permit shall include the name and license number of the
18manufacturer from whom the new vehicle is sent, or the name and
19license number of the dealer from whom the used vehicle is sent,
20the name and address of the person or business receiving the load,
21a description of the load being carried, and the name and license
22number of the dealer who will be offering the trailer, semitrailer,
23or auxiliary dolly for sale. Each permit shall be completed prior
24to operation of the trailer or semitrailer or auxiliary dolly on a
25highway. The permit shall be carried on the trailer, semitrailer, or
26auxiliary dolly to which it applies in an appropriate receptacle
27inaccessible from the inside of the cab and shall be readily available
28for inspection by a peace officer. Each permit is valid at the time
29of inspection by a peace officer only if it has been completed as
30required by the department and has been placed in the appropriate
31receptacle as required by this section. The manufacturer or dealer
P3    1issued the permit may allow a third party to move or operate the
2vehicle.

3(c) The privilege of securing and displaying a permit authorized
4pursuant to this section shall not be extended to a manufacturer,
5carrier, or dealer located in a jurisdiction with which the state does
6not have vehicle licensing reciprocity.

7(d) The privilege of securing and displaying a permit authorized
8pursuant to this section shall not be granted more than once without
9the sale and registration of the trailer, semitrailer, or auxiliary
10dolly.
