Assembly Concurrent Resolution No. 12—Relative to arts education.

LEGISLATIVE COUNSEL’S DIGEST

ACR 12, as amended, Ian Calderon. Arts Education Month: March 2013.

This measure would declare March 2013 as Arts Education Month, would encourage all elected officials to participate with their educational communities in celebrating the arts, and would urge all residents to become interested in and give full support to quality school arts programs for children and youth.

P2    1WHEREAS, Arts education, which includes dance, music,
2theatre, and the visual arts, is an essential and integral part of basic
3education for all pupils in prekindergarten, kindergarten, and grades
41 to 12, inclusive; and

5WHEREAS, The arts are crucial to achieving a state educational
6policy that is devoted to the teaching of basic academic skills and
7lifelong learning capacities with the goal of truly preparing all
8children for success after high school regardless of gender, age,
9economic status, physical ability, or learning ability; and

10WHEREAS, A systematic, substantive, and sequential visual
11and performing arts curriculum addresses and develops ways of
12thinking, questioning, expression, and learning that complement
13learning in other core subjects, but that is unique in what it has to
14offer; and

15WHEREAS, Pupils benefit from arts learning in the areas of
16cultural understanding, readiness for learning and creative thinking,
17cognitive outcomes, emotional intelligence and expression, social
18interaction and collaboration, and preparation for the workplace
19and lifelong learning; and

20WHEREAS, Arts education in California is mandated for pupils
21in grades 1 to 12, inclusive, by Sections 51210 and 51220 of the
22Education Code to provide that the adopted course of study shall
23include instruction in “[v]isual and performing arts, including
24instruction in the subjects of dance, music, theatre, and visual arts,
25aimed at the development of aesthetic appreciation and the skills
26of creative expression”; and

27WHEREAS, The arts are recognized as part of a quality
28education, and the University of California and the California State
29University have instituted a policy that includes visual and
30performing arts as college preparatory subjects for all high school
31pupils wishing to enter California’s institutions of higher education;
32and

33WHEREAS, Many national and state professional arts education
34associations hold celebrations in the month of March, giving
35California schools a unique opportunity to focus on the value of
36the arts for all pupils, to foster cross-cultural understanding, to
37give recognition to the state’s outstanding young artists, and to
38enhance public support for this essential part of the curriculum;
39now, therefore, be it

P3    1Resolved by the Assembly of the State of California, the Senate
2thereof concurring,
That the Legislature proclaims the month of
3March 2013 as Arts Education Month and encourages all elected
4officials to participate with their educational communities in
5celebrating the arts with meaningful activities and programs for
6pupils, teachers, and the public that demonstrate learning and
7understanding in the visual and performing arts, and urges all
8residents to become interested in and give full support to quality
9school arts programs for children and youth; and be it further

10Resolved, That the Chief Clerk of the Assembly transmit copies
11of this resolution to the author for appropriate distribution.
