           DIGEST  :    This resolution designates a portion of State Route  
          (SR) 39 in Los Angeles and Orange Counties as the Detective  
          Gerald Blackie Sawyer Memorial Highway.

           ANALYSIS  :    This resolution seeks to memorialize Detective  
          Sawyer for his sacrifice in the line of duty by naming a portion  
          of SR 39 in Los Angeles and Orange Counties in his honor.

          Detective Sawyer began his career with the Los Angeles Police  
          Department (Department) in 1963, serving the Department for 10  
          years.  On Tuesday, November 6, 1973, Detective Gerald Sawyer

          was shot and killed by a cocaine trafficker while working in a  
          joint undercover investigation with the United States Drug  
          Enforcement Administration.  In 1974, Detective Sawyer received  
          the Medal of Valor, the highest award given an officer, for his  
          ultimate sacrifice.  In the years following his tragic death,  
          countless police officers and detectives nationwide have been  
          made safer because of the training film outlining his death.

          This resolution designates the portion of SR 39 from  
          Hillsborough Drive to Stage Road in Los Angeles and Orange  
          Counties as the Detective Gerald "Blackie" Sawyer Memorial  
          Highway.  This resolution further requests that the Department  
          of Transportation erect appropriate signs upon receiving  
          donations from non-state sources to cover the costs.
