SUBJECT : CHP Officer Robert James Quirk Memorial Highway
SUMMARY : Designates a segment of State Route (SR) 5 as the
California Highway Patrol (CHP) Officer Robert James Quirk
Memorial Highway. Specifically, this bill :
1)Recounts the life and career of Robert James Quirk, an officer
with the CHP, who tragically lost his life in the line of
duty.
2)Designates an a segment of SR 5 from the Snively Road
overcrossing at milepost 38.716 to the Nine Mile Hill
overcrossing at milepost 36.371 in Tehama County as the
California Highway Patrol Officer Robert James Quirk Memorial
Highway.
3)Requests the Department of Transportation (Caltrans) to
determine the cost of appropriate signs, consistent with the
signing requirements for the state highway system, showing the
special designation and, upon receiving donations from
non-state sources covering that cost, to erect those signs.
EXISTING LAW : Assigns Caltrans the responsibility of operating
and maintaining state highways. This includes the installation
and maintenance of highway signs.
FISCAL EFFECT : Costs to make and erect the appropriate signs
are covered by donations.
COMMENTS : Officer Robert James Quirk was a Navy veteran prior
to his 16-year career with the CHP. On April 11, 1971, Officer
Quirk suffered a fatal heart attack after being involved in a
foot pursuit, during which time he singlehandedly caught three
suspects. Forty years later, Officer Quirk's death has been
recognized as a direct result of his honorable service to the
people of the State of California.
