Bill No: ACR 47
Author: Skinner (D), et al.
Amended: 5/20/13 in Assembly
Vote: 21
ASSEMBLY FLOOR : Read and adopted, 5/20/13
SUBJECT : Commotio Cordis Awareness Week
SOURCE : American Medical Society for Sports Medicine
DIGEST : This resolution declares the week of June 1, 2013, to
June 7, 2013, as Commotio Cordis Awareness Week and encourages
all Californians, particularly young athletes, their families,
coaches, school and youth sports league officials, and medical
personnel, to learn about the risks of, and treatments for,
commotio cordis.
ANALYSIS : This resolution makes the following legislative
findings:
1.Commotio cordis is a rare and potentially fatal cardiac
arrhythmia that occurs when there is a sudden, often seemingly
innocuous, blow to the chest that disrupts the electrical
rhythm of an otherwise healthy heart; and, often occurs during
sports, when an athlete is at risk of being struck by a firm
projectile like a baseball or softball or by an another
athlete, as in football, martial arts or cheerleading.
2.Commotio cordis disproportionately affects children and young

adults and is one of the leading causes of sudden cardiac
death among young athletes with the average age of those
affected being 16 years, and 90% of those affected are under
25 years of age.
3.The risk of commotio cordis can be reduced through simple
interventions, including education on avoiding direct blows to
the breastbone, improved recognition and prompt resuscitations
with cardiopulmonary resuscitation and an automated external
defibrillator (AED), and increased availability of AEDs and
medical personnel, including certified athletic trainers at
youth sporting venues.
4.Using an AED within three minutes of an attack increases the
chance of survival to 40% whereas, if the AED is not used
until five or more minutes preceding the attack, the chance of
survival drops to 5%.
5.The survival rate for commotio cordis has increased
dramatically with growing public awareness and improved safety
measures.
This resolution declares the week of June 1, 2013, to June 7,
2013, as Commotio Cordis Awareness Week and encourages all
Californians, particularly young athletes, their families,
coaches, school and youth sports league officials, and medical
personnel, to learn about the risks of, and treatments for,
commotio cordis.
