Assembly Concurrent Resolution No. 4—Relative to American Heart Month and Wear Red Day.

LEGISLATIVE COUNSEL’S DIGEST

ACR 4, as amended, Buchanan. American Heart Month and Wear Red Day.

This measure would recognize the month of February 2013 as American Heart Month in California and recognize February 1, 2013, as Wear Red Day in California.

P2    1WHEREAS, Cardiovascular disease is the nation’s leading cause
2of death and costliest disease, with direct and indirect costs
3estimated to be $312.6 billion dollars; and

4WHEREAS, Cardiovascular disease accounts for one in three
5deaths nationwide, and stroke is the leading cause of disability;
6and

7WHEREAS, More than 2,150 Americans die of cardiovascular
8disease each day, approximately one death every 40 seconds; and

9WHEREAS, Nearly 34 percent of deaths due to cardiovascular
10disease occur before the age of 75 years; and

11WHEREAS, In the United States, an estimated 635,000 people
12in the United States will have a new coronary attack, an estimated
13280,000 people nationwide will have a recurrent attack, and an
14additional 150,000 “silent” heart attacks will occur this year; and

15WHEREAS, More women die from heart disease than all forms
16of cancer combined; and

17WHEREAS, More than one in three female adults has some
18form of cardiovascular disease, yet only one in five women believe
19that heart disease is her greatest threat; and

20WHEREAS, Ninety percent of women have one or more risk
21factors for developing heart disease; and

22WHEREAS, The symptoms of heart disease can be different
23for women than for men, and are often misunderstood; and

24WHEREAS, Women are less likely to call 911 for themselves
25when experiencing symptoms of a heart attack than if someone
26else were having a heart attack; and

27WHEREAS, The research is clear that there are preventive
28strategies, as well as community-based strategies, that can increase
29survival rates from cardiovascular disease; and

30WHEREAS, Making the right choices relating to proper
31nutrition, physical activity, and other healthy lifestyle choices are
32essential to living a heart-healthy life; and

33WHEREAS, February is designated as American Heart Month,
34and Californians should learn the warning signs of heart disease
35and stroke; and

36WHEREAS, Go Red for Women is the American Heart
37Association’s national call to increase awareness about heart
38disease--the leading cause of death for women--and to inspire
39women to take charge of their heart health; and

P3    1WHEREAS, The Go Red for Women movement has been
2impacting the health of women for 10 years, and as a result, 330
3fewer women are dying each day; and

4WHEREAS, Wear Red Day is recognized nationwide each year
5to highlight the Go Red for Women campaign; now, therefore, be
6it

7Resolved by the Assembly of the State of California, the Senate
8thereof concurring,
That the Legislature recognizes the month of
9February 2013 as American Heart Month in California in order to
10raise awareness of the importance of the ongoing fight against
11heart disease and stroke; and be it further

12Resolved, That the Legislature recognizes February 1, 2013, as
13Wear Red Day in California, and urges all citizens to show their
14support for women and the fight against heart disease by
15commemorating this day by wearing the color red; and be it further

16Resolved, That the Legislature urges public support for Go Red
17for Women events planned in California during American Heart
18Month; and be it further

19Resolved, That the Chief Clerk of the Assembly transmit copies
20of this resolution to the author for appropriate distribution.
