House Resolution No. 15—Relative to National Children’s Mental Health Awareness Day.

P1    1WHEREAS, The Substance Abuse and Mental Health Services
2Administration’s (SAMHSA) mission is to reduce the impact of
3substance abuse and mental illness on America’s communities;
4and

5WHEREAS, SAMHSA was established in 1992 and directed
6by the United States Congress to effectively target substance abuse
7and mental health services to the people most in need and to
8translate research in these areas more effectively and more rapidly
9into the general health care system; and

10WHEREAS, Behavioral health services improve health status
11and reduce health care and other costs to society; and

12WHEREAS, Continued improvement in the delivery and
13financing of prevention, treatment, and recovery support services
14provides a cost-effective opportunity to advance and protect the
15nation’s health; and

16WHEREAS, Addressing the complex mental health needs of
17children, youth, and families today is important to the well-being
18of the State of California; and

19WHEREAS, It is appropriate that a day should be set apart to
20direct our thoughts toward our children’s mental health and
21well-being; now, therefore, be it

22Resolved by the Assembly of the State of California, That the
23Assembly proclaims May 9, 2013, “National Children’s Mental
P2    1Health Awareness Day” in the State of California and urges our
2citizens and all agencies and organizations interested in meeting
3every child’s mental health needs to observe exercises that will
4acquaint the people of California with the benefits of a year-round
5program for children and youth with mental health needs and their
6families; and be it further

7Resolved, That the Chief Clerk of the Assembly transmit copies
8of this resolution to the author for appropriate distribution.
