P1 1WHEREAS, The Substance Abuse and Mental Health Services
2Administration’s (SAMHSA) mission is to reduce the impact of
3substance abuse and mental illness on America’s communities;
4and
5WHEREAS, SAMHSA was established in 1992 and directed
6by the United States Congress to effectively target substance abuse
7and mental health services to the people most in need and to
8translate research in these areas more effectively and more rapidly
9into the general health care system; and
P2 1WHEREAS, Behavioral health services improve health status
2and reduce health care and other costs to society; and
3WHEREAS, Continued improvement in the delivery and
4financing of prevention, treatment, and recovery support services
5provides a cost-effective opportunity to advance and protect the
6nation’s health; and
7WHEREAS, Addressing the complex mental health needs of
8children, youth, and families today is important to the well-being
9of the State of California; and
10WHEREAS, It is appropriate that a day should be set apart to
11direct our thoughts toward our children’s mental health and
12well-being; now, therefore, be it
13Resolved by the Assembly of the State of California, That the
14Assembly proclaims May 9, 2013, “National Children’s Mental
15Health Awareness Day” in the State of California and urges our
16citizens and all agencies and organizations interested in meeting
17every child’s mental health needs to observe exercises that will
18acquaint the people of California with the benefits of a year-round
19program for children and youth with mental health needs and their
20families; and be it further
21Resolved, That the Chief Clerk of the Assembly transmit copies
22of this resolution to the author for appropriate distribution.
