House Resolution No. 15—Relative to National Children’s Mental Health Awareness Day.

WHEREAS, The Substance Abuse and Mental Health Services
Administration’s (SAMHSA) mission is to reduce the impact of
substance abuse and mental illness on America’s communities;
and

WHEREAS, SAMHSA was established in 1992 and directed
by the United States Congress to effectively target substance abuse
and mental health services to the people most in need and to
translate research in these areas more effectively and more rapidly
into the general health care system; and

WHEREAS, Behavioral health services improve health status
and reduce health care and other costs to society; and

WHEREAS, Continued improvement in the delivery and
financing of prevention, treatment, and recovery support services
provides a cost-effective opportunity to advance and protect the
nation’s health; and

WHEREAS, Addressing the complex mental health needs of
children, youth, and families today is important to the well-being
of the State of California; and

WHEREAS, It is appropriate that a day should be set apart to
direct our thoughts toward our children’s mental health and
well-being; now, therefore, be it

Resolved by the Assembly of the State of California, That the
Assembly proclaims May 9, 2013, “National Children’s Mental
Health Awareness Day” in the State of California and urges our
citizens and all agencies and organizations interested in meeting
every child’s mental health needs to observe exercises that will
acquaint the people of California with the benefits of a year-round
program for children and youth with mental health needs and their
families; and be it further

Resolved, That the Chief Clerk of the Assembly transmit copies
of this resolution to the author for appropriate distribution.
