SUBJECT : National Children's Mental Health Awareness Day.
SUMMARY : Proclaims May 9, 2013, "National Children's Mental
Health Awareness Day" and urges our citizens and all agencies
and organizations interested in meeting every child's mental
health needs to observe exercises that will acquaint the people
of California with the benefits of year round programs for
children and youth with mental health needs. Specifically, this
resolution makes the following legislative findings:
1)The Substance Abuse and Mental Health Services Administration
(SAMHSA) was established in 1992 and directed by the United
States Congress to effectively target substance abuse and
mental health services to the people most in need and to
translate research in these areas more effectively and more
rapidly into the general health care system.
2)Behavioral health services improve health status and reduce
health care and other costs to society; and, continued
improvement in the delivery and financing of prevention,
treatment, and recovery support services provides a
cost-effective opportunity to advance and protect the nation's
health.
3)Addressing the complex mental health needs of children, youth,
and families today is important to the well-being of the State
of California; and it is appropriate that a day be set apart
to direct our thoughts toward our children's mental health and
well-being.
