House Resolution No. 17—Relative to Small Business Month.

P1    1WHEREAS, The month of June is celebrated as California Small
2Business Month by the California State Legislature, reminding us
3of the tremendous contributions small businesses make to the
4economic strength of our nation and state; and

5WHEREAS, On June 10, 2013, the Assembly and Senate
6celebrate “California Small Business Day.” Further, we recognize
7this day to honor small business owners from Assembly and Senate
8districts statewide; and

9WHEREAS, The nation’s 28 million small businesses are the
10job creation engine of the American economy, responsible for
11one-half of all private sector jobs, and the source of roughly 70
12percent of all new jobs in the last decade; and

13WHEREAS, California is home to three and one-half million
14of these small businesses, accounting for 99 percent of the state’s
15employers and 52 percent of the state’s workforce; and

16WHEREAS, California is home to the most innovative and
17competitive businesses in the world, placing the state consistently
18among the top 10 economies in the world; and

19WHEREAS, California small businesses have been responsible
20for one in every six jobs created nationwide in the last year,
21ensuring that California remains the leader in the nation’s ongoing
22economic recovery; and

P2    1WHEREAS, California received more than 50 percent of all
2venture capital financing in the United States in 2011, by far the
3most of any state in the nation; and our state is also number one
4in direct foreign investment; and

5WHEREAS, California, through the Governor’s Office of
6Business and Economic Development (GoBiz), assists local and
7regional governments in the attraction, retention, and expansion
8of small businesses as well as site selection, permit streamlining,
9trade development, and regulatory requirements; and

10WHEREAS, California state government also administers many
11very successful programs, such as the Small Business Loan
12Guarantee Program and the California Capital Access Program
13(CalCAP), that make capital financing available to small businesses
14throughout the state; and

15WHEREAS, The success of California’s small businesses helps
16drive our state’s innovation economy, including emerging
17economic sectors such as biotechnology, clean technology, high
18technology, and renewable energy; and

19WHEREAS, California is committed to promoting state and
20private investments in science, technology, engineering, and
21mathematics education, so that the next generation of Californians
22will have the tools required to start their own small businesses;
23and

24WHEREAS, This resolution reaffirms California’s commitment
25to small businesses, and our state’s support for small-scale
26private-sector job creators is among our most promising strategies
27to enhance California’s human capital, expand job opportunities,
28and increase our competitive advantage in the global marketplace;
29now, therefore, be it

30Resolved by the Assembly of the State of California, That the
31Assembly proclaims the month of June 2013 as Small Business
32Month; and be it further

33Resolved, That the Assembly adds its support to the Governor’s
34efforts in promoting small businesses and making California a
35home to even more small business startups; and be it further

36Resolved, That California’s policymakers will do their part to
37promote investments in infrastructure, new equipment and
38technology, and, most importantly, the state’s educational system
39to make California an even better place to do business; and be it
40further
