House Resolution No. 17—Relative to Small Business Month.

P1    1WHEREAS, The month of June is celebrated as California Small
2Business Month by the California State Legislature, reminding us
3of the tremendous contributions small businesses make to the
4economic strength of our nation and state; and

5WHEREAS, On June 10, 2013, the Assembly and Senate
6celebrate “California Small Business Day.” Further, we recognize
7this day to honor small business owners from Assembly and Senate
8districts statewide; and

9WHEREAS, The nation’s 28 million small businesses are the
10job creation engine of the American economy, responsible for
P2    1one-half of all private sector jobs, and the source of roughly 70
2percent of all new jobs in the last decade; and

3WHEREAS, California is home to three and one-half million
4of these small businesses, accounting for 99 percent of the state’s
5employers and 52 percent of the state’s workforce; and

6WHEREAS, California is home to the most innovative and
7competitive businesses in the world, placing the state consistently
8among the top 10 economies in the world; and

9WHEREAS, California small businesses have been responsible
10for one in every six jobs created nationwide in the last year,
11ensuring that California remains the leader in the nation’s ongoing
12economic recovery; and

13WHEREAS, California received more than 50 percent of all
14venture capital financing in the United States in 2011, by far the
15most of any state in the nation; and our state is also number one
16in direct foreign investment; and

17WHEREAS, California, through the Governor’s Office of
18Business and Economic Development (GoBiz), assists local and
19regional governments in the attraction, retention, and expansion
20of small businesses as well as site selection, permit streamlining,
21trade development, and regulatory requirements; and

22WHEREAS, California state government also administers many
23very successful programs, such as the Small Business Loan
24Guarantee Program and the California Capital Access Program
25(CalCAP), that make capital financing available to small businesses
26throughout the state; and

27WHEREAS, The success of California’s small businesses helps
28drive our state’s innovation economy, including emerging
29economic sectors such as biotechnology, clean technology, high
30technology, and renewable energy; and

31WHEREAS, California is committed to promoting state and
32private investments in science, technology, engineering, and
33mathematics education, so that the next generation of Californians
34will have the tools required to start their own small businesses;
35and

36WHEREAS, This resolution reaffirms California’s commitment
37to small businesses, and our state’s support for small-scale
38private-sector job creators is among our most promising strategies
39to enhance California’s human capital, expand job opportunities,
P3    1and increase our competitive advantage in the global marketplace;
2now, therefore, be it

3Resolved by the Assembly of the State of California, That the
4Assembly proclaims the month of June 2013 as Small Business
5Month; and be it further

6Resolved, That the Assembly adds its support to the Governor’s
7efforts in promoting small businesses and making California a
8home to even more small business startups; and be it further

9Resolved, That California’s policymakers will do their part to
10promote investments in infrastructure, new equipment and
11technology, and, most importantly, the state’s educational system
12to make California an even better place to do business; and be it
13further

14Resolved, That the Chief Clerk of the Assembly transmit copies
15of this resolution to the author for appropriate distribution.
