House Resolution No. 18—Relative to diversity in state government.

P1    1WHEREAS, This nation and state were founded on the
2principles of freedom and equality; and

3WHEREAS, Congress enacted the landmark Title VII of the
4Civil Rights Act of 1964, making equal employment opportunity
5without discrimination the law of the land; and

6WHEREAS, The 1972 amendments to the Civil Rights Act
7extended these provisions to all governmental agencies, including
8those in California; and

9WHEREAS, Numerous federal and state laws, regulations, and
10executive orders prohibit discrimination in employment against
11any person based on race, color, religion, sex, national origin, age,
12ancestry, disability, language, marital status, or sexual orientation
13in the California state civil service system; and

14WHEREAS, The California labor force is comprised of talented
15workers from all segments of the state’s richly diverse population,
16enabling this state’s government to lead the nation in recruiting
17and hiring public civil servants from the general public,
18professional associations, community organizations, unions, and
19educational, medical, and public institutions, as well as from private
20industry; and

21WHEREAS, Diversity in state government allows California to
22better serve the public for which it works and was originally
23created; and

P2    1WHEREAS, Diversity in the state’s civil service workforce at
2every level allows state government to be more inclusive and
3responsive to the state’s growing and equally diverse population;
4and

5WHEREAS, The Assembly of the State of California is strongly
6committed to ensuring that every state agency, board, commission,
7department, and public educational institution have a diverse
8workforce; now, therefore, be it

9Resolved by the Assembly of the State of California, That the
10Assembly declares the need to conduct a public information
11legislative hearing regarding diversity in state government and
12will request that state agencies report their workforce composition,
13recruitment, and hiring practices, and delivery of bilingual services
14to California’s diverse population; and be it further

15Resolved, That the Chief Clerk of the Assembly transmit copies
16of this resolution to the author for appropriate distribution.
