To the Members of the California State Assembly:

I am returning Assembly Bill 76 without my signature.

This bill is unnecessary as I am signing a similar measure, Senate
Bill 71.  A Constitutional Amendment has also been introduced that
will preserve the existing Constitutional and statutory requirements
of the California Public Records Act.
