BILL ANALYSIS Ó ACR 51 Page 1 Date of Hearing: April 29, 2013 ASSEMBLY COMMITTEE ON TRANSPORTATION Bonnie Lowenthal, Chair ACR 51 (Jones) - As Introduced: April 22, 2013 SUBJECT : Jimmy A. Arevalo Memorial Highway. SUMMARY : Designates a segment of State Route (SR) 8 as the Jimmy A. Arevalo Memorial Highway. Specifically, this bill : 1)Recounts the life and career of Jimmy A. Arevalo, an educator, husband, and father who tragically lost his life when he was struck by a vehicle on SR 8 near Alpine in the County of San Diego while attempting to assist a driver who was involved in an earlier accident. 2)Designates the portion of SR 8 between milepost R27.80 and milepost R28.46 in the County of San Diego as the Jimmy A. Arevalo Memorial Highway. 3)Requests the California Department of Transportation (Caltrans) to determine the cost of appropriate signs, consistent with the signing requirements for a state highway system, showing the special designation and, upon receiving donations from non-state sources covering that cost, to erect those signs. EXISTING LAW : Assigns Caltrans the responsibility of operating and maintaining state highways including the installation and maintenance of highway signs. FISCAL EFFECT : Costs to make and erect the appropriate signs are covered by donations. COMMENTS : On June 11, 2012, Jimmy A. Arevalo, a beloved teacher from Calexico, was struck by a vehicle and killed while attempting to assist a driver who had been involved in a single car accident on SR 8, west of Tavern Road. Mr. Arevalo graduated from Calexico High School in 1971 and served in the US Army before being honorably discharged in 1972. Mr. Arevalo received his bachelor's degree in liberal studies in 1978 and was awarded a master's degree in public administration from San Diego State University in 1980. Mr. Arevalo is survived by his wife of 30 years, Silvia, as well as by his two sons Bernardo ACR 51 Page 2 and Roberto and his daughter Lisa "Lupita."
