Assembly Concurrent Resolution No. 53—Relative to Sober Graduation Month.

LEGISLATIVE COUNSEL’S DIGEST

ACR 53, as amended, Quirk-Silva. Sober Graduation Month.

This measure would designate May 31, 2013, to June 30, 2013, inclusive, as Sober Graduation Month and would encourage Californians to participate in this observance and join the Department of the California Highway Patrol in supporting efforts to save lives of young people through a Sober Graduation Month.

P2    1WHEREAS, The Sober Graduation Program is an effective,
2antidrunk driving campaign geared toward high school seniors;
3and

4WHEREAS, In 2012, according to the National Center for
5Statistics and Analysis, an office of the National Highway Traffic
6Safety Administration, over 1,500 drivers between 15 and 20 years
7of age were involved in alcohol-related motor vehicle accidents
8during the months of May and June; and

9WHEREAS, Since the Sober Graduation Program was
10established, the number of alcohol-related motor vehicle accidents
11involving young people has dramatically declined; and

12WHEREAS, Pupils, teachers, parents, civic groups, law
13enforcement, and the business community should join together to
14raise public awareness of alcohol-related deaths and injuries, and
15encourage alcohol-free and drug-free graduation ceremonies that
16commence in May 2013 and will last until July 2013; now,
17therefore, be it

18Resolved by the Assembly of the State of California, the Senate
19thereof concurring,
That the Legislature hereby designates May
2031, 2013, to June 30, 2013, inclusive, as Sober Graduation Month;
21and be it further

22Resolved, That all Californians are hereby encouraged to
23participate in this observance and join with the Department of the
24California Highway Patrol in supporting efforts to save the lives
25of young people through a Sober Graduation Month; and be it
26further

27Resolved, That the Chief Clerk of the Assembly transmit a copy
28of this resolution to the author for appropriate distribution.
