ASSEMBLY COMMITTEE ON RULES
Nancy Skinner, Chair
ACR 53 (Quirk-Silva) - As Introduced: April 24, 2013
SUBJECT : Sober Graduation Month.
SUMMARY : Designates May 31, 2013, to June 30, 2013, inclusive,
as Sober Graduation Month and encourages Californians to
participate in this observance and join the Department of
California Highway Patrol in supporting efforts to save lives of
young people through a Sober Graduation Month. Specifically,
this resolution makes the following legislative findings:
1)In 2012, according to the National Center for Statistics and
Analysis, an office of the National Highway Traffic Safety
Administration, over 1, 500 drivers between 15 and 20 years of
age were involved in alcohol-related motor vehicle accidents
during the months of May and June.
2)The Sober Graduation Program is an effective, antidrunk
driving campaign geared towards high school seniors; and,
since this program was established, the number of
alcohol-related motor vehicle accidents involving young people
has dramatically declined.
3)Teachers, parents, pupils, civic groups, law enforcement, and
the business community should join together to raise public
awareness of alcohol-related deaths and injuries, and
encourage alcohol-free and drug-free graduation ceremonies.
