          SUBJECT  :  Ohlone Costanoan Esselen Highway 

           SUMMARY  :  Designates a specific portion of State Route (SR) 68  
          in Monterey County as the "Ohlone Costanoan Esselen Highway."   
          Specifically,  this bill  :  

          1)Recounts the history of the Ohlone Costanoan Esselen Nation  
            (OCEN) in the greater Monterey County region.  
              
          2)Designates a portion of SR 68 between Blanco Road in the City  
            of Salinas and Anza Drive in Monterey County as the Ohlone  
            Costanoan Esselen Highway.  

          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  
           
           FISCAL EFFECT  :  Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  The people of OCEN have resided in the greater  
          Monterey Region expanding through portions starting in Big Sur  
          to Salinas to Carmel.  Over the years, OCEN has developed a rich  
          community where the OCEN people have hunted, traded, and lived  
          peacefully together.  Historically, with the arrival of  
          Europeans in California, the OCEN people were subjected to  
          discrimination, were removed from their land, and were exposed  
          to starvation and significant illness.  In 1906, OCEN was placed  
          under the jurisdiction of the Bureau of Indian Affairs and  
          became known as the Monterey Band of Monterey County.  This bill  
          designating a specific portion of SR 68 in honor of OCEN  
          acknowledges the historic and imperative role OCEN has played in
