          SUBJECT  :  James Craig Schmidt Memorial Highway 

           SUMMARY  :  Designates a specific portion of State Route (SR) 94  
          in San Diego County as the "James Craig Schmidt Memorial  
          Highway."  Specifically,  this bill  :

          1)Recounts the lifetime accomplishments James Craig Schmidt, a  
            longtime transportation advocate whose career included serving  
            as Assistant Secretary for the Business, Transportation, and  
            Housing Agency and appointment to the California Toll Bridge  
            Authority.  

          2)Designates a portion of State Route 94 between Bancroft Drive  
            and Avocado Boulevard in San Diego County as the James Craig  
            Schmidt Memorial Highway.   

          3)Requests that the California Department of Transportation  
            (Caltrans) determine the cost of appropriate signs, consistent  
            with the signing requirements for the state highway system,  
            showing the special designation and, upon receiving donations  
            from non-state sources covering that cost, to erect those  
            signs.  

           EXISTING LAW:  Assigns Caltrans the responsibility of operating  
          and maintaining state highways.  This includes the installation  
          and maintenance of highway signs.  

           FISCAL EFFECT  :   Costs to make and erect the appropriate signs  
          are covered by donations.  

           COMMENTS  :  James Craig Schmidt, a lawyer and banker by trade,  
          was a prominent member of the San Diego Community.  Throughout  
          his career, Mr. Schmidt was a longstanding transportation  
          advocate, serving as Assistant Secretary for the Business,  
          Transportation, and Housing Agency under Governor Ronald Reagan  
          and also appointed to the California Toll Bridge Authority and  
          California State Transportation Board.  Mr. Schmidt was actively  
          involved in a number of community and professional groups,  
          including the California League of Savings Institutions and San

          Diego Housing Federation.  This bill designating a specific  
          portion of SR 94 in honor of James Craig Schmidt acknowledges  
          the significant role Mr. Schmidt played in the San Diego  
          Community.
