Assembly Concurrent Resolution No. 61—Relative to state employee merit awards.

ACR 61, as amended, Beth Gaines. State employee merit awards.

This measure would declare that merit award payments in specified amounts, authorized by the Department of Human Resources, are made to specified current or retired state employees whose proposals have resulted in annual savings and net revenuebegin delete gain toend deletebegin insert gains byend insert the state.

P1    1WHEREAS, Section 19823 of the Government Code authorizes
2the Department of Human Resources to make awards to current
3or retired state employees who propose procedures or ideas that
4are subsequently adopted and placed in effect and result in
5eliminating or reducing state expenditures or improving state
6operations; and

7WHEREAS, Any award granted under Section 19823 of the
8Government Code in excess of $5,000 must be approved by
9concurrent resolution of the Legislature; and

10WHEREAS, Lawrence Crawford, Glenn Mochel, and Steve
11Sattler of the California Department of Transportation suggested
12that rocker switches installed in department vehicles to activate
13different lighting equipment be identified by engraving directly
P2    1begin delete onend deletebegin insert ontoend insert the switches, rather than requiring separate labels to be
2engraved and subsequently installed on those switches, and to
3stock a supply of commonly used prelabled switches, which
4resulted in a first-year savings of $45,898; and

5WHEREAS, Andrew Seames of the Employment Development
6Department created a macro for use by the department’s Tax and
7Wage Corrections Group, to reduce repetitive data entries and
8expedite the processing of work items when correcting employer
9information in the database, which resulted in a first-year savings
10of $81,937; and

11WHEREAS, Adrienne Redding of the Department of Corrections
12and Rehabilitation suggested replacing expensive and
13heavily-padded exposure control jumpsuits required for inmates
14with a history of indecent exposure, which were purchased from
15an out-of-state sole source vendor, and instead using inmate labor
16for the in-house manufacture of a lighter-weight version of the
17exposure control jumpsuits at the California Correctional Center
18in Susanville, which resulted in a first-year savings of $61,625;
19and

20WHEREAS, Steven Speck, Roger Shonafelt, and Dana White
21of the Department of Water Resources suggested using
22polypropylene material in lieu of steel material for radiator tank
23ends for motor air coolers at 28 pumping plant units, which resulted
24in abegin delete first-yearend deletebegin insert totalend insert savings of $204,965; and

25WHEREAS, The savings generated by implementation of these
26suggestions will continue to be realized on an annual basis; and

27WHEREAS, As a result of actual savings generated from the
28implementation of these suggestions, it is unnecessary to
29appropriate additional funds for payment of awards to these
30employees; now, therefore, be it

31Resolved by the Assembly of the State of California, the Senate
32thereof concurring,
That the Legislature of the State of California
33hereby declares that merit award payments, authorized by the
34five-member Merit Award Board and the Department of Human
35Resources, are hereby made in amounts up to and includingbegin delete 10end deletebegin insert 20end insert
36 percent of the first-year savings generated by each suggestion, as
37follows:

38(a) To Lawrence Crawford, Glenn Mochel, and Steve Sattler,
39in the amount of $4,182, to be shared equally.

40(b) To Andrew Seames in the amount of $11,387.

2(d) To Steven Speck, Roger Shonafelt, and Dana White in the
3amount of $15,501, to be shared equally; and be it further

4Resolved, That the Chief Clerk of the Assembly transmit copies
5of this resolution to the Controller and to the Department of Human
6Resources.
