                        ASSEMBLY COMMITTEE ON TRANSPORTATION
                               Bonnie Lowenthal, Chair
                   ACR 62 (Calderon) - As Introduced: May 31, 2013

SUBJECT : Detectives Mike Lane and John Pierce Memorial Highway

SUMMARY : Designates a specific portion of State Route (SR) 72
in Los Angeles County as the Detectives Mike Lane and John
Pierce Memorial Highway. Specifically, this bill :

          1)Recounts the careers of Detectives Mike Lane and John Pierce;
the only two fallen officers in the Whittier Police Department
            within the department's 94-year history.

2)Designates a portion of SR 72 between the western entrance at
the intersection of Norwalk and Whittier Boulevards to the
eastern entrance at the intersection of Valley Home Avenue and
Whittier Boulevard in Los Angeles County as the "Detectives
Mike Lane and John Pierce Memorial Highway."

3)Requests that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs, consistent
with the signing requirements for the state highway system,
showing the special designation and, upon receiving donations
from non-state sources covering that cost, to erect those
            signs.

EXISTING LAW: Assigns Caltrans the responsibility of operating
and maintaining state highways. This includes the installation
          and maintenance of highway signs.

FISCAL EFFECT : Costs to make and erect the appropriate signs
          are covered by donations.

COMMENTS : The author seeks to honor the Whittier Police
Department's only two fallen officers within in its 94-year
history. Both of these officers bravely served and gave their
lives in service to the community, being killed in the line of
duty over thirty years ago. On December 13, 1979, Detective
Lane sustained fatal injuries while being involved in an
undercover investigation on a local motorcycle gang. On
September 21, 1976, during an undercover narcotics sale,
Detective Pierce was seriously injured by two suspects and later

died of his injuries on May 18, 1977. This bill designating a
specific portion of SR72 in honor of Detectives Lane and Pierce
memorializes the significance of their commitment and sacrifices
          in the line of duty.
