Original Committee Reference: TRANS.
SUMMARY : Designates a specific portion of State Route (SR) 72 in
Los Angeles County as the Detectives Mike Lane and John Pierce
Memorial Highway. Specifically, this bill :
1)Recounts the careers of Detectives Mike Lane and John Pierce; the
only two fallen officers in the Whittier Police Department within
the department's 94-year history.
2)Designates a portion of SR 72 between the western entrance at the
intersection of Penn Street and Whittier Boulevard to the eastern
entrance at the intersection of Costa Glen Avenue and Whittier
Boulevard in Los Angeles County as the "Detectives Mike Lane and
John Pierce Memorial Highway."
3)Requests that the California Department of Transportation
(Caltrans) determine the cost of appropriate signs, consistent
with the signing requirements for the state highway system,
showing the special designation and, upon receiving donations from
non-state sources covering that cost, to erect those signs.
The Senate amendments :
1)Modify the overall distance of the highway designation on SR 72 to
five miles to remain consistent with Senate policy committee rules
on highway memorial designations.
2)Makes technical clarifying changes.
EXISTING LAW : Assigns Caltrans the responsibility of operating and
maintaining state highways. This includes the installation and
maintenance of highway signs.
FISCAL EFFECT : According to the Senate Appropriations Committee,
ACR 62

costs to make and erect the appropriate signs are covered by
donations.
COMMENTS : The author seeks to honor the Whittier Police
Department's only two fallen officers within its 94-year history.
Both of these officers bravely served and gave their lives in
service to the community, being killed in the line of duty over 30
years ago. On December 13, 1979, Detective Lane sustained fatal
injuries while being involved in an undercover investigation on a
local motorcycle gang. On September 21, 1976, during an undercover
narcotics sale, Detective Pierce was seriously injured by two
suspects and later died of his injuries on May 18, 1977. This bill
designating a specific portion of SR72 in honor of Detectives Lane
and Pierce memorializes the significance of their commitment and
sacrifices in the line of duty.
