Assembly Concurrent Resolution No. 68—Relative to the Detective Jeremiah MacKay Memorial Highway.

LEGISLATIVE COUNSEL’S DIGEST

ACR 68, as introduced, Donnelly. Detective Jeremiah MacKay Memorial Highway.

This measure would designate a portion of State Highway Route 38 in San Bernardino County as the Detective Jeremiah MacKay Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

P1    1WHEREAS, Jeremiah MacKay was born on June 4, 1977, in
2San Bernardino, to Alan and Marie MacKay; and

3WHEREAS, Mr. MacKay grew up with his younger sister,
4Angela, in Lake Arrowhead, where he developed a passion for
5mountain recreation. At the age of four he climbed the highest
6peak in southern California, 11,503-foot Mount San Gorgonio;
7and

P2    1WHEREAS, Mr. MacKay attended Calvary Chapel Christian
2School in Twin Peaks, and Mary P. Jenck Intermediate School and
3Rim of the World High School, both in Lake Arrowhead; and

4WHEREAS, Throughout his adolescence, Mr. MacKay enjoyed
5being part of a youth group at Church of the Woods in Lake
6Arrowhead, and loved participating in sports, including football,
7tennis, and skiing; and

8WHEREAS, Mr. MacKay continued to spend time in the
9mountains as a young man, working as a ski and snowboard
10instructor at the Snow Valley Ski Resort in Running Springs, and
11as lake patrol for the Arrowhead Lake Association in Lake
12Arrowhead; and

13WHEREAS, Mr. MacKay began his career in public service
14when he joined the San Bernardino County Sheriff’s Department
15as a member of Academy Class 131. He graduated from the
16program and became a Deputy Sheriff on June 4, 1998, his 21st
17birthday; and

18WHEREAS, As a deputy, Mr. MacKay was assigned to the
19Central Detention Center, Central Station, and Sheriff Training
20Facility, all in San Bernardino, and Twin Peaks station, in Twin
21Peaks. He was promoted to the rank of detective and served in that
22capacity at stations in Twin Peaks, Big Bear, and Yucaipa, with
23the radio call sign of 14.D.2; and

24WHEREAS, As part of the San Bernardino County Sheriff’s
25Department, Detective MacKay earned five California Highway
26Patrol 10851 Awards and three Commander’s Awards; and

27WHEREAS, Detective MacKay was chosen to be a member of
28the San Bernardino County Sheriff’s Department Honor Guard,
29and lived by the three cardinal principles of the Sheriff’s
30Department: honor, pride, and tradition; and

31WHEREAS, Although deeply committed to his public service
32career, family and friends always came first to Detective MacKay;
33and

34WHEREAS, Detective MacKay fell in love and proposed to his
35wife, Lynette, on Thanksgiving in 2010, and married her on
36November 19, 2011; and

37WHEREAS, Whenever he had the opportunity, Detective
38MacKay spent time with his family camping, attending country
39music concerts, and visiting the beach; and

P3    1WHEREAS, Detective MacKay took pride in his Scottish
2heritage and enjoyed playing the bagpipes. He was a member of
3the Inland Empire Emerald Society for six years, and ultimately
4became the organization’s sergeant at arms; and

5WHEREAS, On February 12, 2013, at the age of 35, Detective
6MacKay was shot and killed by Christopher Dorner during the
7manhunt for the rogue ex-Los Angeles Police Department officer;
8and

9WHEREAS, Detective MacKay gave his life protecting the
10community that he treasured. He will be remembered as a family
11man with an infectious laugh who engaged life with joy and
12enthusiasm; and

13WHEREAS, Detective MacKay is survived by his beloved wife,
14Lynette, step-daughter, Kaitlyn, and son, Cayden; and

15WHEREAS, To honor Detective MacKay’s memory, the 14.D.2
16Prayer Project has been established to encourage prayer for the
17safety of first responders; now, therefore, be it

18Resolved by the Assembly of the State of California, the Senate
19thereof concurring,
That the Legislature hereby designates a
20portion of State Highway Route 38 adjacent to mile marker 26.50
21in San Bernardino County as the Detective Jeremiah MacKay
22Memorial Highway to honor his noble sacrifice; and be it further

23Resolved, That the Department of Transportation is requested
24to determine the cost of appropriate signs, consistent with the
25signing requirements for the state highway system, showing this
26special designation and, upon receiving donations from nonstate
27sources sufficient to cover the cost, to erect those signs; and be it
28further

29Resolved, That the Chief Clerk of the Assembly transmit copies
30of this resolution to the Department of Transportation and to the
31author for appropriate distribution.
