Assembly Concurrent Resolution No. 68—Relative to the Detective Jeremiah MacKay Memorial Highway.

LEGISLATIVE COUNSEL’S DIGEST

ACR 68, as amended, Donnelly. Detective Jeremiah MacKay Memorial Highway.

This measure would designate a portion of State Highway Route 38 in San Bernardino County as the Detective Jeremiah MacKay Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs.

P1    1WHEREAS, Jeremiah MacKay was born on June 4, 1977, in
2San Bernardino, to Alan and Dawn MacKay; and

3WHEREAS, Mr. MacKay grew up with his younger sister,
4Angela, in Lake Arrowhead, where he developed a passion for
5mountain recreation. At the age of four he climbed the highest
P2    1peak in southern California, 11,503-foot Mount San Gorgonio;
2and

3WHEREAS, Mr. MacKay attended Calvary Chapel Christian
4School in Twin Peaks, and Mary P. Jenck Intermediate School and
5Rim of the World High School, both in Lake Arrowhead; and

6WHEREAS, Throughout his adolescence, Mr. MacKay enjoyed
7being part of a youth group at Church of the Woods in Lake
8Arrowhead, and loved participating in sports, including football,
9tennis, and skiing; and

10WHEREAS, Mr. MacKay continued to spend time in the
11mountains as a young man, working as a ski and snowboard
12instructor at the Snow Valley Ski Resort in Running Springs, and
13as lake patrol for the Arrowhead Lake Association in Lake
14Arrowhead; and

15WHEREAS, Mr. MacKay began his career in public service
16when he joined the San Bernardino County Sheriff’s Department
17as a member of Academy Class 131. He graduated from the
18program and became a Deputy Sheriff on June 4, 1998, his 21st
19birthday; and

20WHEREAS, As a deputy, Mr. MacKay was assigned to the
21Central Detention Center, Central Station, and Sheriff Training
22Facility, all in San Bernardino, and Twin Peaks station, in Twin
23Peaks. He was promoted to the rank of detective and served in that
24capacity at stations in Twin Peaks, Big Bear, and Yucaipa, with
25the radio call sign of 14.D.2; and

26WHEREAS, As part of the San Bernardino County Sheriff’s
27Department, Detective MacKay earned five California Highway
28Patrol 10851 Awards and three Commander’s Awards; and

29WHEREAS, Detective MacKay was chosen to be a member of
30the San Bernardino County Sheriff’s Department Honor Guard,
31and lived by the three cardinal principles of the Sheriff’s
32Department: honor, pride, and tradition; and

33WHEREAS, Although deeply committed to his public service
34career, family and friends always came first to Detective MacKay;
35and

36WHEREAS, Detective MacKay fell in love and proposed to his
37wife, Lynette, on Thanksgiving in 2010, and married her on
38November 19, 2011; and

P3    1WHEREAS, Whenever he had the opportunity, Detective
2MacKay spent time with his family camping, attending country
3music concerts, and visiting the beach; and

4WHEREAS, Detective MacKay took pride in his Scottish
5heritage and enjoyed playing the bagpipes. He was a member of
6the Inland Empire Emerald Society for six years, and ultimately
7became the organization’s sergeant at arms; and

8WHEREAS, On February 12, 2013, at the age of 35, Detective
9MacKay was shot and killed by Christopher Dorner during the
10manhunt for the rogue ex-Los Angeles Police Department officer;
11and

12WHEREAS, Detective MacKay gave his life protecting the
13community that he treasured. He will be remembered as a family
14man with an infectious laugh who engaged life with joy and
15enthusiasm; and

16WHEREAS, Detective MacKay is survived by his beloved wife,
17Lynette, stepdaughter, Kaitlyn, and son, Cayden; and

18WHEREAS, To honor Detective MacKay’s memory, the 14.D.2
19Prayer Project has been established to encourage prayer for the
20safety of first responders; now, therefore, be it

21Resolved by the Assembly of the State of California, the Senate
22thereof concurring,
That the Legislature hereby designates the
23portion of State Highway Route 38 frombegin delete mile marker 20 to mile
24marker 30,end delete
begin insert post mile 24.00 to post mile 29.00,end insert inclusive, in San
25Bernardino County as the Detective Jeremiah MacKay Memorial
26Highway to honor his noble sacrifice; and be it further

27Resolved, That the Department of Transportation is requested
28to determine the cost of appropriate signs, consistent with the
29signing requirements for the state highway system, showing this
30special designation and, upon receiving donations from nonstate
31sources sufficient to cover the cost, to erect those signs; and be it
32further

33Resolved, That the Chief Clerk of the Assembly transmit copies
34of this resolution to the Department of Transportation and to the
35author for appropriate distribution.
