This measure would designate the interchange at U.S. Route 101 and State Route 200 in the County of Humboldt as the CHP Officer Kenneth E. Marshall Memorial Interchange. The measure would request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.

P1 1WHEREAS, California Highway Patrol Officer Kenneth
2Edmund Marshall was born December 16, 1936, in Vernonia,
3Oregon; and
4WHEREAS, Officer Marshall graduated from Napa High
5School, and attended California State University, Sacramento,
6shortly thereafter; and
7WHEREAS, Officer Marshall was employed in a lumber mill
8near Burney, California, prior to becoming a California Highway
9Patrol Officer; and
P2 1WHEREAS, Officer Marshall married the love of his life,
2Shirley, on September 9, 1956, and had two wonderful children,
3Dennis, born August 11, 1957, and Pamela, born November 17,
41961; and
5WHEREAS, Officer Marshall graduated from the California
6Highway Patrol Academy in 1963 and, upon graduation, was
7assigned to the Los Angeles Area and later transferred to the San
8Leandro Area and finally to the Humboldt Area, where he spent
9the remainder of his career; and
10WHEREAS, Officer Marshall, badge number 3285, was killed
11in the line of duty on January 9, 1968, while pursuing a speeding
12motorist on Interstate 101 in the County of Humboldt; and
13WHEREAS, As Officer Marshall was attempting to overtake
14the violator, he lost control of his patrol car on the wet roadway
15as he was traversing through a sweeping left curve and his vehicle
16slid off the roadway and struck a pole adjacent to the highway;
17and
18WHEREAS, Officer Marshall was a hard-working, dedicated
19officer who loved his job and enjoyed the people he worked with,
20and who was known for being a loyal family man and a wonderful
21father and husband; and
22WHEREAS, Officer Marshall’s greatest joys were his wife and
23children, and in his spare time, he would enjoy horseback riding,
24hunting, fishing, camping, and spending time with his family on
25their farm near Arcata, California; and
26WHEREAS, In recognition of Officer Marshall’s great
27contributions and sacrifice in serving the California Highway Patrol
28and the citizens of California, it would be fitting to designate the
29interchange at U.S. Route 101 and State Route 200 in the County
30of Humboldt in his honor; now, therefore, be it
31Resolved by the Assembly of the State of California, the Senate
32thereof concurring, That the Legislature hereby designates the
33interchange at U.S. Route 101 and State Route 200 in the County
34of Humboldt as the CHP Officer Kenneth E. Marshall Memorial
35Interchange; and be it further
36Resolved, That the Department of Transportation is requested
37to determine the costs of erecting the appropriate signs, consistent
38with the signing requirements for the state highway system,
39showing these special designations, and upon receiving donations
P3 1from nonstate sources covering that cost, to erect those signs; and
2be it further
3Resolved, That the Chief Clerk of the Assembly transmit copies
4of this resolution to the Director of Transportation and the author
5for appropriate distribution.
