Assembly Concurrent Resolution No. 75—Relative to the California Counsel on Science and Technology.

LEGISLATIVE COUNSEL’S DIGEST

ACR 75, as amended, Bonilla. California Council on Science and Technology.

This measure would honor the California Council on Science and Technology for 25 years of service and unbiased advice to the State of California.

P1    1WHEREAS, The California Council on Science and Technology
2(CCST) will celebrate its 25th anniversary during the year 2013,
P1    1and in recognition thereof, it is deserving of special public
2commendations; and

3WHEREAS, The CCST, as envisioned by the California State
4Legislature in 1988 by Assembly Concurrent Resolution No. 162,
5was created to ensure the state’s competitiveness in science and
6technology; and

7WHEREAS, The CCST was directed to bring together experts
8from academia, industry, and other research institutions in
9California to provide impartial analyses on science and
10technological issues affecting the State of California; and

11WHEREAS, These scientists and engineers have responded to
12requests for analyses on significant and challenging science and
13technology related issues in California, ranging from education to
14climate change and exploring California’s energy future; and

15WHEREAS, The CCST has worked effectively with the
16Legislature, the Governor’s office, and many state agencies to
17accomplish these ends; and

18WHEREAS, The CCST has expanded its scope to include a
19formal partnership with six major federal laboratories in California
20and established a California teachers advisory council; and

21WHEREAS, The California Science and Technology Policy
22Fellowships, offered by the CCST, place professional scientists
23and engineers in the California State Legislature for one-year
24appointments. These professional development opportunities enable
25fellows to work hands on with policymakers to develop solutions
26to complex scientific and technical issues facing California through
27their interaction with the legislative process; and

28WHEREAS, The CCST’s accomplishments as a voice for
29California’s science and technology community have led to
30collaborations with the national academies; and

31WHEREAS, The maintenance of California’s scientific and
32technological infrastructure is vital to the continued growth of this
33state’s economy; and

34WHEREAS, The CCST has proven an effective and dedicated
35organization to the study, preservation, and enhancement of this
36infrastructure; and

37WHEREAS, The CCST has successfully represented California’s
38science and technology professions at the highest level providing
39independent and objective analyses to the state as requested or
P3    1identified as important to the state by its own analysis; now,
2therefore, be it

3Resolved by the Assembly of the State of California, the Senate
4thereof concurring,
That the Legislature honors the California
5Council on Science and Technology for 25 years of service and
6unbiased advice to the State of California; and be it further,

7Resolved, That the Chief Clerk of the Assembly transmit copies
8of this resolution to the chairperson of the CCST and to the author
9for appropriate distribution.
