This measure would recognize the important role that classified school employees play in California’s public schools and community colleges, and that they deserve fair and consistent working conditions, including access to unemployment benefits.

P1 1WHEREAS, There are approximately 250,000 noncertified,
2classified school employees throughout the state; and
3WHEREAS, Classified school employees perform a wide range
4of vital services in California’s public schools and community
5colleges, including, among others, security, food services, office
6and clerical work, school maintenance and operations,
7transportation, academic assistance, and paraeducator services;
8and
9WHEREAS, Classified school employees are generally hourly
10employees, and are not paid over a 12-month period; and
11WHEREAS, Many classified school employees find the months
12between academic years to be a time of financial hardship; and
13WHEREAS, During these breaks in employment, thousands of
14classified school employees experience financial stress, struggle
P2 1to support their families, and find it difficult to make long-term
2financial decisions; and
3WHEREAS, There are distinctive eligibility requirements placed
4on classified school employees that are not placed on similar
5employees; and
6WHEREAS, These distinctions mean that other employees who
7work on a seasonal or temporary basis are eligible for
8unemployment benefits while they are temporarily unemployed,
9even when they return to work for their same employer; now,
10therefore, be it
11Resolved by the Assembly of the State of California, the Senate
12thereof concurring, That the Legislature recognizes that classified
13school employees play an important role in California’s public
14schools and community colleges, and that they deserve fair and
15consistent working conditions, including access to unemployment
16benefits; and be it further
17Resolved, That the Chief Clerk of the Assembly transmit copies
18of this resolution to the Employment Development Department
19and to the author for appropriate distribution.
