           SUBJECT  :    Wilderness Act of 1964

           DIGEST  :    This resolution commemorates the 50th anniversary of  
          the Wilderness Act of 1964 and proclaims the significance of  
          continuing to protect national wilderness areas.

           ANALYSIS  :    This resolution makes the following legislative  
          findings:

          1. In 1964, the United States Congress passed the Wilderness Act  
             by an overwhelming bipartisan vote and it was signed by  
             President Lyndon Johnson on September 3, 1964.

          2. The Wilderness Act made it the "policy of the Congress to  
             secure for the American people of present and future  
             generations the benefits of an enduring resource of  
             wilderness in order to assure that an increasing population  
             accompanied by expanding settlement and growing  
             mechanization, does not occupy and modify all areas within  
             the United States and its possessions, leaving no lands

             designated for preservation and protection in their natural  
             condition."

          3. The Wilderness Act marked a fundamental cultural shift from a  
             need to conquer nature to the need to preserve it and is a  
             modern philosophical expression of the human need to find  
             spiritual solace in nature.

          4. California, inspired by the Wilderness Act, has established  
             its own exemplary state wilderness system, in which state  
             lands in a natural condition are preserved by law similarly  
             to our state's substantial federal wilderness, allowing  
             Californians to take special pride and additional pleasure in  
             enjoying the benefits of wilderness.

          This resolution commemorates the 50th anniversary of the  
          Wilderness Act of 1964 and proclaims the significance of  
          continuing to protect national wilderness areas.

           ARGUMENTS IN SUPPORT  :    The Student Conservation Association  
          supports this resolution, "because America's youth have  
          benefited tremendously from the opportunities they have had to  
          visit, camp out and hike in, and help take care of wilderness  
          resources.  The youth need the wilderness and the wilderness  
          needs the youth.

          "Moreover, California has a rich history and tradition of  
          protecting wilderness.  Indeed, California had more wilderness  
          areas designated in the original 1964 law than any other state  
          (13 out of a total of 54 established in 1964).  Even today, 50  
          years later, there are more designated wilderness areas in

          California than in any other state.  California's wilderness  
          areas produce clean water and clean air for California residents  
          and much-needed outdoor recreation for our growing population.   
          And the economic benefits of wilderness areas to local  
          communities have been well documented.  

          "It is highly appropriate for the California Legislature to  
          recognize the significance of the 50th Anniversary of the  
          Wilderness Act and we thank you for your leadership role in  
          assuring this recognition."
