           DIGEST  :    This bill requires the Clean Energy Jobs and  
          Workforce Development Program (CEJWDP) grant recipients to  
          report to the California Workforce Investment Board (CWIB) the  
          number of individuals trained, their demographic and geographic  
          profile, number of training completions, and number of job  
          placements.  This bill, after one year, requires the CWIB to  
          review and assess whether the competitive grant program is

          achieving the job training and workforce development goals,  
          identify problems and barriers to achieve goals, and provide  
          solutions to improve the program performance.

           Senate Amendments  of 8/27/13 change the California Workforce  
          Development Board to the California Workforce Investment Board.

           ANALYSIS  :    The California Clean Energy Jobs Act, an initiative  
          approved by the voters at the November 6, 2012, statewide  
          general election as Proposition 39, made changes to corporate  
          income taxes and, except as specified, provides for the transfer  
          of $550,000,000 annually from the General Fund to the Clean  
          Energy Job Creation Fund for five fiscal years beginning with  
          the 2013-14 fiscal year.  Monies in the Clean Energy Job  
          Creation Fund are available, upon appropriation by the  
          Legislature, for purposes of funding eligible projects that  
          create jobs in California, improving energy efficiency and  
          expanding clean energy generation.  Existing law, among other  
          things, provides for allocation of available funds to job  
          training and workforce development.

          Existing law appropriates $3,000,000 from the fund to the CWIB  
          to develop and implement a competitive grant program for  
          eligible community-based and other training workforce  
          organizations preparing disadvantaged youth or veterans for  
          employment.

          This bill:

          1. Requires the CEJWDP grant recipients to report to the CWIB  
             specified information including the number of individuals  
             trained, their demographic and geographic profile, number of  
             training completions, and number of job placements.

          2. After one year, requires the CWIB to review and assess  
             whether the competitive grant program is achieving the job  
             training and workforce development goals, identify problems  
             and barriers to achieve goals, and provide solutions to  
             improve the program performance.

          ARGUMENTS IN SUPPORT  :    According to the author's office,  
          Proposition 39 allocates millions of dollars to the Clean Energy  
          Job Creation Fund to improve school's energy efficiency and  
          consumption through better insulation, lighting, heating, air  
          conditioning and ventilation systems; and includes a component  
          for job training and workforce development to meet the needs of  
          those construction projects.  There are California cities with  
          unemployment rates as high as 32%.  More alarming, California's  
          veteran's unemployment rate peaked at 43.9% as of October 2012.   
          Funds for job training and workforce development will help  
          veterans and disadvantaged youth receive training to ensure  
          career placement within California's renewable energy and energy  
          efficiency sectors.
