Existing law establishes the Department of Water Resources in the Natural Resources Agency, and, among other things, empowers the department to conduct investigations of all or any portion of any stream, stream system, lake, or other body of water.

This bill would require the Department of Water Resources to initiate and complete a comprehensive study of California’s state and local water supply infrastructure needs and provide a report to the Legislature by July 1, 2014, that summarizes those findings.

Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

The Legislature finds and declares all of the

9(b) Californians recognize that freshwater resources are limited
10and that if the state is to remain economically competitive and
11environmentally rich, public investment is needed to modernize
12water infrastructure, integrate water management, advance water
13resource protection, and improve flood management.

14(c) It is in the public interest to pass a general obligation bond
15that includes, but is not limited to, grants and loans to state and
16local agencies to help fund needed water infrastructure
17improvements. In order to determine the amount of state funding
18necessary to accomplish these improvements to the state’s water
19infrastructure, the Legislature requires additional information.

SEC. 2.  

(a) The Department of Water Resources shall initiate
21and complete a comprehensive study of California’s state and local
22water supply infrastructure needs and provide a report to the
23Legislature by July 1, 2014, that summarizes those findings.

24(b) The requirement for submitting the report imposed under
25subdivision (a) is inoperative on July 1, 2018, pursuant to Section
2610231.5 of the Government Code, and shall be submitted in
27compliance with Section 9795 of the Government Code.
