The Enterprise Zone Act authorizes the designation of certain depressed areas in this state as enterprise zones for purposes of providing specific economic incentives within those areasbegin insert, upon application by a city, county, or city and countyend insert.

and the Oxnard Harbor Districtbegin insert to jointly apply for designation as an enterprise zone, as specifiedend insert.
This bill would make legislative findings and declarations as to the necessity of a special statute for the cities of Oxnard and Port Hueneme and the Oxnard Harbor District.

The people of the State of California do enact as follows:

2partnerships established between the City of Oxnard, the City of
3Port Hueneme, and the Oxnard Harbor District reflect the local
4community’s shared goal of alleviating their higher-than-average
5unemployment and poverty, and the establishment of an enterprise
6zone will create new opportunities for local workers and jump-start
7economic growth by promoting new business and jobs. The
8Legislature further finds and declares that with an enterprise zone
9designation, the partnership between these entities will
allow
10greater resources and marketing potential to drive local economic
11activity.
12(b) Therefore, it is the intent of the Legislature to enact
13legislation that would establish a new enterprise zone designation
14for the City of Oxnard.

(a) Notwithstanding any other provision of this
18chapter, the City of Oxnard, the City of Port Hueneme, and the
19Oxnard Harbor District may jointly submit an application to the
20department for designation as an enterprise zone.
21(b) Unless otherwise agreed to by the applicants and the
22department, the Oxnard City Council shall serve as the governing
23body for the enterprise zone designated pursuant to this section.
The Legislature finds and declares that a special law
25is necessary and that a general law cannot be made applicable
26within the meaning of Section 16 of Article IV of the California
27Constitution because of the unique collaborative economic
28relationship between the City of Oxnard, the City of Port Hueneme
29and the Oxnard Harbor District.
