An act to add Section 17951.5 to the Health and Safety
Code, relating to local government fees. An act to add
Article 1.5 (commencing with Section 935) to Chapter 5 of Division 4
of the Military and Veterans Code, relating to veterans.

Existing law authorizes the board of supervisors of any county to
grant financial assistance, relief, and support to indigent veterans,
as provided. Existing law requires that the assistance, relief, and
support be administered through and by any military, naval, or marine
organization created for the purpose of aiding, relieving, and
supporting such veterans, as specified.
This bill would authorize the governing board of a county to grant
financial assistance, relief, and support to a disabled veteran, as
defined.
The State Housing Law authorizes cities and counties to prescribe
fees for permits required or authorized pursuant to the State Housing
Law.
This bill would authorize the governing board of any city or
county to grant financial assistance, relief, and support to disabled
veterans, as defined, by waiving service-related fees charged by the
city or county, as specified.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Article 1.5 (commencing with Section
935) is added to Chapter 5 of Division 4 of the Military
and Veterans Code , to read:
Article 1.5. Disabled Veterans
935. (a) The governing board of any county may grant financial
assistance, relief, and support to a disabled veteran, as defined in
Section 999.
SECTION 1. Section 17951.5 is added to the
Health and Safety Code, to read:
17951.5. (a) The governing board of any city or county may grant
financial assistance, relief, and support to disabled veterans by
reducing or waiving building inspection or permit fees charged by the
city or county for the modification of a dwelling owned by a
disabled veteran for the purpose of making the dwelling more
accessible.
(b) The governing body shall use its general fund or other
appropriate revenue source to compensate for the difference between a
fee reduced or waived pursuant to this section and the fee that
would otherwise be charged.
(c) For purposes of this section, "disabled veteran" has the same
meaning as defined in Section 999 of the Military and Veterans Code.
