AB 159, as introduced, Chávez. Public postsecondary education: tuition and mandatory systemwide fees.
Existing law establishes the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as 2 of the segments of public postsecondary education in this state.
This bill would require the trustees, and would request the regents, to determine the amounts of undergraduate tuition and mandatory systemwide fees for each incoming first-year class. The bill would require that the tuition and mandatory systemwide fees set for an incoming first-year class under the bill not be increased for that class for at least 6 academic years, except as adjusted for inflation, as specified.

The people of the State of California do enact as follows:
Section 66025.4 is added to the Education Code,
2to read:
(a) The Trustees of the California State University
2shall, and the Regents of the University of California are requested
3to, determine the amounts of undergraduate tuition and mandatory
4systemwide fees for each incoming first-year class. The tuition
5and mandatory systemwide fees set for an incoming first-year class
6under this section shall not be increased for that class for at least
7six academic years, except as provided by subdivision (b).
8(b) The trustees and the regents may annually increase the tuition
9and mandatory systemwide fee amounts determined under
10subdivision (a) to reflect the percentage change, if any, in the
11Consumer Price Index calculated by the Bureau of Labor Statistics
12of the United States Department of Labor during the
previous
13academic year.
