An act to add Chapter 8 (commencing with Section 92700) to Part 57 of Division 9 of Title 3 of the Education Code, relating to public postsecondary education.

Existing law establishes a system of public elementary and secondary schools operated by local educational agencies throughout the state. Existing law also establishes a system of public postsecondary education in this state that includes 3 segments: the California Community Colleges, the California State University, and the University of California.

This bill would express the intent of the Legislature to establish a pilot program with the goal of establishing a coordinated curriculum that enables students to earn a baccalaureate degree from a participating University of California campus within 3 years of graduating from a secondary school, at a total cost to the student that does not exceed $20,000, excluding the cost of instructional materials and mandatory campus-based fees. The bill would authorize the University of California to establish a Baccalaureate Degree Pilot Program that includes any campus of the University of California, any campus of the California Community Colleges, and any secondary educational institution that volunteers to participate in the pilot program. The bill would place specified conditions on the operation of the pilot program.

SECTION 1.

It is the intent of the Legislature to establish a pilot
8program with the goal of establishing a coordinated curriculum
9that enables students to earn a baccalaureate degree from a
10participating University of California campus within three years
11of graduating from a secondary school, at a total cost to the student
12that does not exceed twenty thousand dollars ($20,000), excluding
13the cost of instructional materials and mandatory campus-based
14fees.

The University of California may establish a
16Baccalaureate Degree Pilot Program that includes any campus of
17the University of California, any campus of the California
18Community Colleges, and any secondary educational institution
19that volunteers to participate in the pilot program.

Notwithstanding any other law, all of the following
21provisions shall apply to the operation of the pilot program:

22(a) The number of advanced placement (AP) course credits that
23a participating high school pupil may earn is unlimited.

24(b) The number of transfer credits that a participating high
25school pupil earns that may be accepted by the participating
26community college or University of California campus shall be
27unlimited, except as provided for in subdivision (h).

28(c) A participating student may attend and earn college course
29credit at either his or her high school or at a participating
30community college, and the provisions of subdivision (c) of Section
3148800 shall not apply to a participating high school pupil.

32(d) In order to earn college course credit under the pilot program
33for college-level course work undertaken before graduation from
34high school, other than courses taken at a community college, a
P3    1participating student shall earn a score of three or better on the AP
2examination for each college-level course.

3(e) A participating student shall receive priority enrollment
4status at a participating community college, and be required to
5enroll at that community college either in the summer term or the
6fall semester immediately succeeding that pupil’s graduation from
7high school.

8(f) In order to remain in the pilot program, a participating student
9shall maintain a minimum grade point average determined by the
10participating institution that shall be at least 2.5 on a 4-point scale.

11(g) A participating student shall attend community college full
12time, shall take no less than 12 semester units each semester, and
13shall complete his or her associate of arts transfer degree in not
14more than two years from the date he or she enrolled at the
15community college.

16(h) A participating University of California campus shall accept
17a minimum of 60 semester units earned by a participating student
18at either a high school or a community college pursuant to the pilot
19program.

20(i) The mandatory systemwide fees and tuition and mandatory
21campus-based fees charged to a participating student shall not be
22increased during the first two academic years of his or her
23attendance at a University of California campus pursuant to the
24 pilot program.

25(j) Institutions participating in the pilot program may offer
26participating students summer internships for credit toward the
27pilot program.

The requirements imposed on the University of
29California pursuant to Section 92702 shall only apply to the extent
30that the regents, by appropriate resolution, make them applicable.
