AB 181, as amended, Logue. Public postsecondary education: Baccalaureate Degree Pilot Program: University of California.
Existing law establishes a system of public elementary and secondary schools operated by local educational agencies throughout the state. Existing law also establishes a system of public postsecondary education in this state that includes 3 segments: the California Community Colleges, the California State University, and the University of California.
This bill would express the intent of the Legislature to establish a pilot program with the goal of establishing a coordinated curriculum that enables students to earn a baccalaureate degree from a participating University of California campus within 3 years of graduating from a secondary school, at a total cost to the student that does not exceed $20,000, excluding the cost of instructional materials and mandatory campus-based fees. The bill would authorize the University of California to establish a
Baccalaureate Degree Pilot Program that includes any campus of the University of California, any campus of the California Community Collegesbegin insert that volunteers to participateend insert, and any secondary educational institution that volunteers to participatebegin delete in the pilot programend delete. The bill would place specified conditions on the operation of the pilot program.

It is the intent of the Legislature to establish a pilot
8program with the goal of establishing a coordinated curriculum
9that enables students to earn a baccalaureate degree from a
10participating University of California campus within three years
11of graduating from a secondary school, at a total cost to the student
12that does not exceed twenty thousand dollars ($20,000), excluding
13the cost of instructional materials and mandatory campus-based
14fees.
The University of California may establish a
16Baccalaureate Degree Pilot Program that includes any campus of
17the University of California, any campus of the California
18Community Collegesbegin insert that volunteers to participateend insert, and any
19secondary educational institution that volunteers to participatebegin delete in .
20the pilot programend delete
Notwithstanding any other law, all of the following
22provisions shall apply to the operation of the pilot program:
23(a) The number of advanced placement (AP) course credits that
24a participating high school pupil may earn is unlimited.
25(b) The number of transfer credits that a participating high
26school pupil earns that may be accepted by the participating
27community college or University of California campus shall be
28unlimited, except as provided for in subdivision (h).
29(c) A participating student may attend and earn college course
30credit at either his or her high school or at a participating
31community college, and the provisions of
subdivision (c) of Section
3248800 shall not apply to a participating high school pupil.
P3 1(d) In order to earn college course credit under the pilot program
2for college-level coursework undertaken before graduation from
3high school, other than courses taken at a community college, a
4participating student shall earn a score of three or better on the AP
5examination for each college-level course.
6(e) A participating student shall receive priority enrollment
7status at a participating community college, and be required to
8enroll at that community college either in the summer term or the
9fall semester immediately succeeding that pupil’s graduation from
10high school.
11(f) In order to remain in the pilot program, a participating student
12shall maintain a minimum grade point average determined by the
13participating institution that
shall be at least 2.5 on a 4-point scale.
14(g) A participating student shall attend community college full
15time, shall take no less than 12 semester units each semester, and
16shall complete his or her associate of arts transfer degree in not
17more than two years from the date he or she enrolled at the
18community college.
19(h) A participating University of California campus shall accept
20a minimum of 60 semester units earned by a participating student
21at either a high school or a community college pursuant to the pilot
22program.
23(i) The mandatory systemwide fees and tuition and mandatory
24campus-based fees charged to a participating student shall not be
25increased during the first two academic years of his or her
26attendance at a University of California campus pursuant to the
27pilot program.
28(j) Institutions participating in the pilot program may offer
29participating students summer internships for credit toward the
30pilot program.
31(k) A participating student shall receive priority enrollment
32status at a participating University of California campus and shall
33be required to enroll at that University of California campus either
34in the summer term or the fall semester immediately succeeding
35that pupil’s completion of the required community college
36coursework.
37(l) The bachelor’s degrees awarded at the participating
38University of California campus to a participating student shall
39be limited to baccalaureate degrees in one or more of the following
40fields of study:
