           DIGEST  :    This bill requires the Office of Small Business  
          Advocate (OSBA) to post on its Internet Web site information on  
          the programs administered through the statewide network of small  
          business financial development corporations.

           Senate Floor Amendments  of 8/14/13 strike out the provisions of  
          this bill and recast the bill's language, without substantive  
          change, into a new section of the Government Code, rather than  
          the Corporations Code.

           ANALYSIS  :    

          Existing law:

          1. Creates the OSBA within the Governor's Office of Business and  
             Economic Development; and establishes the duties and  
             functions of the OSBA.

          2. Requires the OSBA to post on its Internet Web site  
             information relating to starting a nonprofit corporation in  
             this state.

          This bill requires the OSBA to post on its Internet Web site  
          information on the programs administered through the statewide  
          network of small business financial development corporations.   
          In addition, this bill:

          1. Specifies that programs covered shall include loan  
             guarantees, direct lending, surety bond guarantees, and  
             disaster loans. 

          2. Requires that the information be presented in a manner  
             appropriate to address the needs of both small businesses and  
             existing and potential financial institutions and financial  
             companies.

           Comments
           
          According to the author, "For the past 40 years, the California  
          Small Business Loan Guarantee Program (SBLGP) has been  
          instrumental in working with banks to guarantee loans to  
          undercapitalized small businesses.  Under the Small Business  
          Act, the Obama administration has allotted $78 million to SBLGP,  
          and the state has appropriated another $38 million.  At a time  
          when California is striving to rebound from a long recession,  
          this program can play a pivotal role in making much needed  
          capital more accessible to thousands of small businesses so they  
          can expand, create new jobs, and save the jobs of existing  
          employees.  This bill requires the Office of Small Business  
          Advocate to include on its website information about the SBLGP,  
          including a list of participating lenders, loan guarantees,  
          direct lending, surety bond guarantees, and disaster loans, for  
          small businesses to explore this resource.  It also requires the
