           COMMENTS

1)Purpose . This is a spot bill that will be used to approve the
final collective bargaining agreement reached this year
between the state and BU 6. This bill has an urgency clause
so it will be applicable as soon as possible in the 2012-13
fiscal year. The current MOU will expire July 1, 2013. This
bill is sponsored by the California Correctional Peace
Officers Association, who is the exclusive representative of
            BU 6.

2)Background . Existing law requires, under the State
Employee-Employer Relations Act (the Dills Act), collective
bargaining agreements (MOUs) that are negotiated between the
state and exclusive representatives of each of the 21 state
bargaining units be ratified by the Legislature.
