6(a) The Secretary of the Business Consumer Services.
7(b) The Secretary of Food and Agriculture.
8(c) The Secretary of the Natural Resources Agency.
9(d) The Secretary of Transportation.
10(e) The Chair of the State Energy Resources Conservation and
11Development Commission.
12(f) The President of the Public Utilities Commission.

(a) For purposes of this section, “2050 goal” means
16the goal of reducing emissions of greenhouse gases by 80 percent
17from 1990 emission levels by 2050.
P3 1(b) Notwithstanding Section 10231.5 of the Government Code,
2and pursuant to Section 9795 of the Government Code, by January
331, 2016, and by January 31 of each even-numbered year
4thereafter, the Road to 2050 Board shall submit a report to the
5Governor and the Legislature on the impacts to California of
6global warming, including impacts to water supply, public health,
7agriculture, coastline, and forestry, and shall prepare and report
8on mitigation and adaptation plans to combat these impacts. The
9report shall contain all of the following:
10(1) An overview of the overall reduction in emissions of
11greenhouse gases as a result of California’s environmental and
12energy policies, then to date.
13(2) Milestones to represent the progress needed to achieve the
142050 goal, an evaluation of what is reasonably possible, and if a
15change in course of action is appropriate.
16(3) Descriptions of all programs and policies using currently
17available technologies to achieve the 2050 goal.
18(4) The best process for reducing carbon emissions from
19electrical generation that ensure cost-effectiveness and reliability.
20(5) Methods to reduce emissions of greenhouse gases from
21homes, farms, and industrial and commercial structures.
22(6) Reductions in emissions of greenhouse gases from sources
23of transportation, then to date.
24(c) (1) The report shall be used to establish consistent metrics
25to be used for quantifying emissions of greenhouse gases and
26reductions in emissions of greenhouse gases and assessing the
27costs and benefits of each emission reduction program.
28(2) The report shall be based on policies currently in effect
29based on existing infrastructures and technologies.
30(3) The report shall include a marginal cost curve analysis on
31each program to provide an assessment of the cost-effectiveness
32of the program.
33(4) The report shall identify any statutory changes, policy gaps,
34limitations in statutes, or conflicting policies among state
agencies
35that are needed to or prevent the ability to, optimize the objectives
36of the state’s energy and environmental policies.
37(d) The report shall be used, on an advisory basis, to guide key
38infrastructure decisionmaking processes and policies at the local
39and statewide level.
P4 1(e) The Chair of the State Air Resources Board shall convene
2at least one public meeting to take public comments on each report.
Section 25229 is added to the Public Resources
4Code, to read:
(a) To ensure that the interests of the people of
6California are served, the commission shall convene the Road to
72050 Board consisting of all of the following:
8(1) A high-level representative from the commission.
9(2) A
high-level representative from the Public Utilities
10Commission.
11(3) A high-level representative from the State Air Resources
12Board.
13(4) A high-level
representative from the California
14Environmental Protection Agency.
15(5) A high-level representative from the Independent System
16Operator.
17(6) Two members appointed by the Speaker of the Assembly.
18(7) Two members appointed by the Senate Committee on Rules.
19(b) The board shall do both of the following:
20(1) (A) On or before January 1, 2015, and on or before January
211 every four years thereafter, the board shall prepare and adopt,
22the Road to 2050 Report containing findings that are used, on an
23advisory basis, to guide key infrastructure decisionmaking
24processes and policies at the local and statewide level to ensure
25those processes adequately consider implications for meeting the
262050 goals.
27(B) The report shall contain all of the following:
28(i) An overview of the overall reduction in emissions of
29greenhouse gases as a result of California’s energy and
30environmental policies to date.
31(ii) Consistent metric integration among the state agencies to
32ensure the analysis of the information included in the report is
33reliable and determines cost-effectiveness.
34(iii) Milestones to represent the progress needed to achieve the
352050 goal, an evaluation of what is reasonably possible, and if a
36change in course of action is appropriate.
37(iv) Alternative scenarios describing the best possible roadmap
38to achieve the 2050 goal in the most cost-effective manner.
P5 1(I) The scenarios shall be based on policies currently in effect
2and existing technologies and infrastructures at the time of the
3report.
4(II) The scenarios shall contain separate roadmaps to determine
5the best processes toward the 2050 goal.
6(III) The scenarios shall include a marginal cost curve analysis
7to better assess the cost-effectiveness of each given scenario.
8(C) The board shall hold a public meeting, on a biennial basis,
9for the preparation of the report.
10(D) The board shall submit to the Legislature, notwithstanding
11Section 10231.5 of the Government Code, and pursuant to
Section
129795 of the Government Code, the report and identify statutory
13changes, policy gaps, limitations in statutes, or conflicting policies
14among state agencies that are needed to optimize the objectives
15of the state’s energy and environmental policies.
16(E) The board may contract with an independent research group
17to prepare the report.
18(2) Contract with an independent research group to focus on a
19study to determine the best process for
meeting the 2050 goal to
20include all of the following:
21(A) The best process for reducing carbon emissions from
22electrical generation that ensure cost-effectiveness and reliability.
23(B) Methods to reduce emissions of greenhouse gases from
24homes, farms, and industrial and commercial structures.
25(C) Emission reductions from sources of transportation.
26(c) For the purposes of this section, “2050 goal” means the goal
27of reducing emissions of greenhouse gases by 80 percent from
281990 emission levels by 2050.
