An act to amend Section 164 of the Streets and Highways Code, relating to transportation.

AB 317, as introduced, Hall. Transportation: state highways.

Existing law requires the California Transportation Commission to program interregional and regional transportation capital improvement projects through the State Transportation Improvement Program process, consistent with estimated available funding. Existing law sets forth specified program categories for which funds made available for transportation capital improvement projects may be programmed and expended.

This bill would make a nonsubstantive change to these provisions.

The people of the State of California do enact as follows:

SECTION 1.  

Section 164 of the Streets and Highways Code
2 is amended to read:

164.  

(a) Funds made available for transportation capital
4improvement projects under subdivision (e) of Section 163 shall
5be programmed and expended for the following program
6categories:

7(1) Twenty-five percent for interregional improvements.

P2    1(2) Seventy-five percent for regional improvements.

2(b) Sixty percent of the funds available for interregional
3improvements under paragraph (1) of subdivision (a) shall be
4programmed and expended for improvements to state highways
5that are specified in Sections 164.10 to 164.20, inclusive, and that
6are outside the boundaries of an urbanized area with a population
7of more than 50,000, and for intercity rail improvements.

8(c) Not less than 15 percent of the amount of funds programmed
9under subdivision (b) shall be programmed for intercity rail
10improvement projects, includingbegin delete separation ofend delete gradebegin insert separationend insert
11 projects.

12(d) Funds made available under paragraph (1) of subdivision
13(a) shall be used for transportation improvement projects that are
14needed to facilitate interregional movement of people and goods.
15The projects may include state highway, intercity passenger rail,
16mass transit guideway, or grade separation projects.

17(e) Funds made available under paragraph (2) of subdivision
18(a) shall be used for transportation improvement projects that are
19needed to improve transportation within the region. The projects
20may include, but shall not be limited to, improving state highways,
21local roads, public transit, intercity rail, pedestrian, and bicycle
22facilities, and grade separation, transportation system management,
23transportation demand management, soundwall projects, intermodal
24facilities, safety, and providing funds to match federal funds.
